57 Read: From the Industries Commissioner and Director of Industries and Commerce letter No.54646 / PDB1 / 2003 dated 20.11.2003. --- ORDER : The Industries Commissioner and Director of Industries and Commerce in his letter read above among others, has stated that in the present W.T.O. Scenario, Small Scale Industrial units can survive only if they enter into global market. Because of poor financial status of Small Scale Industrial units, they could not enter into the global market by participating and exhibiting their products in Trade Fairs Buyer Seller Meets conducted in Foreign Countries. To help the Small Scale Industrial units, to enter into global market, National Small Industries Corporation (NSIC) Government of India is bearing 50% of the rent cost to be paid by the Small Scale Industrial units for occupation of stalls in Trade Fairs conducted in Foreign Countries. In this regard, Small Industries Associations requested Government to provide some financial support to Small Scale Industrial units towards participation in the Trade Fairs, to improve marketing of their products by providing 25% of the Stall rent. Further National Small Industries Corporation will take the stalls in Trade Fair conducted in Foreign Countries in the name of National Small Industries Corporation at an average rent of Rs.14,000 per sq.mt. and allot the stalls to the Small Scale Industrial units at the rate of 9 Sq.mt. per unit at 50% of the rent cost. Further National Small Industries Corporation provides 50% assistance to nearly 30 Small Scale Industrial units every year. Hence, share of National Small Industries Corporation for each stall will be approximately Rs.60,000/- and annual commitment for National Small Industries Corporation for each stall will be approximately Rs.60,000/- and annual commitment for National Small Industries Corporation for 30 units works out to Rs.18.00 lakhs approximately. It is proposed to meet 25% of Stall rent paid by units as grant from State Government funds. The share of State Government at 25% rent cost will be Rs.9.00 lakhs approximately and the remaining 25% of the rent will be borne by the Small Scale Industrial units. Total cost of the scheme Rs.9.00 lakhs per year Non recurring expenditure NIL Recurring Expenditure Government share of 25% of Stall rent for 30 Small Scale Industrial Units per year Rs.9.00 lakhs per year. 2. The Industries Commissioner and Director of Industries and Commerce has therefore requested the Government to sanction Rs.9.00 lakhs as recurring expenditure being Government share to the extent of 25% of cost of rent paid by Small Scale Industrial units for the occupation of stalls in the Trade Fairs held in Foreign Countries under Part II Scheme 2004-2005. 3. The Government after careful examination have decided to accept the proposal of Industries Commissioner and Director of Industries and Commerce. Accordingly, sanction is accorded for incurring a recurring expenditure not exceeding Rs.9.00 lakhs (Rupees Nine lakhs only) towards the share of 25% cost of stall rent paid by 30 Small Scale Industries units per year for occupation of stalls in Trade Fairs held in foreign countries. 4. The expenditure sanctioned in para 3 shall be debited to the following head of account :- "2851.00 - Village and Small Industries 102 Small Scale Industries - Schemes in the Tenth Five Year Plan - II State Plan LS Financial Assistance to SSI units for Participation in the International Trade Fair 09 Grants in aid 03 Grants for specific schemes. The Industries Commissioner and Director of Industries and Commerce is authorised to draw and disburse the amount sanctioned in para 3 above to the National Small Industries Corporation after verifying the claims of National Small Industries Corporation towards share of 25% of Stall rent for the eligible 30 Small Scale units who participate in the Trade Fairs to be held in foreign countries. 6. This order issues with the concurrence of Finance Department vide its U.O.No. 51901/Ind./2004-1 dated 4.8.2004. (BY ORDER OF THE GOVERNOR) D.
