ABSTRACT Budget - Part II Schemes 2004-2005 - Purchase of 16 new vehicles for District Industries Centres - Sanction of Rs.61,99,000 - Orders - Issued. SMALL INDUSTRIES (SIF) DEPARTMENT G.O.Ms.No.

From the Industries Commissioner and Director of Industries and Commerce Letter Rc.No.83460/ SIX1/2004 dated 28.4.2004. --- ORDER: The "New Anna Marumalarchi Thittam", introduced in 385 Blocks in Tamil Nadu to develop the Rural Economy as another milestone in the various efforts of the Government of Tamil Nadu to make Tamil Nadu as frontal State in the Country, is being implemented. Further important Schemes like Entrepreneurship Training to 5 lakh women and training for employment are also implemented through the District Industries Centres. When these District Industries Centres were opened each Office had two vehicles. It enabled successful implementation of the Scheme. But now there is only one vehicle instead of two in the District Industries Centres. Even the single vehicle needs weekly repair and is not roadworthy. Most of the vehicles are in need of condemnation. These District Industries Centres are functioning under Joint Director / Deputy Director. The officials of District Industries Centres and Banks go in person to recover pending loans. Schemes of this department are publicised through Government functions and Entrepreneurs meetings held in Districts. Therefore to carryout these important duties Government vehicle is indispensable. 2. The Industries Commissioner and Director of Industries and Commerce in his letter 1st and 2nd read above has stated that at present there are 44 vehicles details furnished in Annexure-I available with the District Industries Centres. Of these, 8 vehicles have been condemned. 23 vehicles details furnished in Annexure II are either due for condemnation or under major repair, they are not road worthy. As indicated in Annexure III only 13 of the 44 vehicles are running in useful condition. The remaining 16 Districts are to be allotted with new vehicles in lieu of the 31 vehicles which will be surrendered. Therefore, the Industries Commissioner and Director of Industries and Commerce has sent a proposal for purchasing 16 new vehicles for the following 16 District Industries Centres at a cost of Rs 61.99 lakhs.
The Industries Commissioner and Director of Industries and Commerce has also stated that Jeep vehicle will be more effective and useful than car in the rural areas and hill stations in Tamil Nadu. Mahindra Bolero Jeep, said to have been purchased recently by some departments, is suitable for District Industries Centres. Therefore, the Industries Commissioner and Director of Industries and Commerce has requested the Government that a sum of Rs.61,99,120 may be provided under Part II Scheme 2004-2005 for the purchase of 16 new vehicles at a cost of Rs.3,87,445.00 each. 3. The Government have considered the Part II Scheme 2004-2005 proposal of the Director of Industries and Commerce and decided to accept the proposal. Accordingly the Government sanction a sum of Rs 61.99 lakhs (Rupees sixty one lakh and ninety nine thousand only) towards the purchase of 16 vehicles for the use of 16 District Industries Centres referred to in para 2 above at a cost of Rs.3,87,445/- (Rupees three lakhs eighty seven thousand four hundred and forty five only) each. The Industries Commissioner and Director of Industries and Commerce is requested to surrender 31 vehicles mentioned in the Annexure II to the Director of Motor Vehicles Maintenance Department, Chennai-83 and send a report to Government. 4. The expenditure of Rs. 61.99 lakhs (Rupees sixty one lakhs and ninety nine thousand only) sanctioned in para 3 above for the purchase of 16 vehicles shall be debited to the Head of Account under "2851-00 Village and Small Industries 102 Small Scale Industries --LF-State Industries Centres-21-Motor Vehicles 01-Purchase. (DPC No.2851-00-102 LF 2115)." 5. The Director of Industries and Commerce is authorised to incur the expenditure sanctioned at para 3 above after observing all other usual formalities and following Rules in force for the purchase of vehicles. 6.
