ORDER:

The World Trade Organisation regime has opened the gates for entry of a number of products and export of Indian products to other countries, without any restriction. At present the Small Scale Industry units are facing lot of challenges due to globalisation, liberalisation and privatisation. To overcome these challenges and to enhance competitiveness, the Government of Tamil Nadu is playing the role of a facilitator with required intervention mechanisms in potential sectors including promotion of Agro based / Food processing Industries and setting up of Export guidance cell in the districts to provide information on the existing export activities and data on export.

2. In the Government Order first read above Government have ordered to establish State Level Export Promotion Cell at the Directorate and District Export Guidance Cells in all District Industries Centres. The District Export Guidance Cells have to be strengthened with the knowledge about the latest export / import procedures and to access the latest export information through internet, portal connectivity etc. which are essential for the officers and the staff of the District Industries Centres. The reputed Institution like National Institute of Small Industries Extension Training (NISIET), Hyderabad is offering such kind of residential training to Government officials in the export field. The duration of the course will be for 6 days covering relevant subjects, viz. Exposure on export marketing and guidance, export / import Procedures and Accessing information through internet etc. The fee usually collected by National Institute of Small Industries Extension Training for 6 days residential training is Rs.8,000/- per participant. The Travelling Allowance / Dearness Allowance per participant is Rs.2,000/-.

The Director of Industries and Commerce has sent the proposal to give training to 90 Officers and staff of Department of Industries and Commerce on Export Promotion and Guidance for 6 days at a cost of Rs 9.00 lakhs which includes course fee and Traveling Allowance / Dearness Allowance under Part II Scheme for the year 2004-2005.

4. The Government have examined the above proposal of the Director of Industries and Commerce and decided to accept the proposal. Accordingly the Government sanction non-recurring expenditure of Rs 9.00 lakhs (Rupees nine lakhs only) for giving training to Officers on Export Promotion and Guidance under Part II Scheme for the year 2004-2005.

5. The expenditure sanctioned in para 4 above shall be debited to the Head of Account under,

"2851-00 Village and Small Industries 102 - Small Scale Industries - Schemes in the Tenth Five Year Plan - II State Plan - LF State Industries Centre - 72 training

6. The Director of Industries and Commerce is authorised to incur the expenditure sanctioned in para 4 above after observing the usual formalities.

7. This order issues with the concurrence of Finance Department vide its U.O.No.30272/Ind/2004-1, dated 11.5.2004.
