 ORDER: 

In the Budget Speech for the year 2002-2003 Hon’ble Minister (Finance) announced that the District Industries Centres will be suitably restructured to enable them to function as Export Guidance Cells at the District level.

2. The Additional Director, Tamil Nadu Industrial Guidance and Export Promotion Bureau in his letter second read above,  has stated that  an Officer of the rank of Deputy / Assist Director could man the proposed Export Guidance Cell and Director of Industries and Commerce may earmark one official as an Export Promotion Officer in each district. 

The proposed Export Guidance Cell can perform the following functions:

  • Counsel prospective exporters on export formalities and procedures, EXIM policy, incentives available to exporters, etc. 

  • Provide details of export market intelligence, addresses of foreign buyers, etc.

  • Advise on export documentation.

  • Organise training programs & seminars on export opportunities in different industry cluster to create awareness.

The Tamil Nadu  Industrial Guidance and Export Bureau will provide support to make the proposed Export Guidance Cell effective by organizing Trainers’ Training programme for the designated Export promotion officers in District Industries Centres.

3.The Director of Industries and Commerce, in his letter third read above ,  has suggested that at District Level  “District Export Promotion Cell” may be constituted as detailed below :-

 District Level Export Promotion Cell in each District.

i)   District Collector                   -   Chairman 
ii)  Representatives from                        
   
Chamber of Commerce          -   Member
   
and District Industries
   
Associations to be
   
selected by District
   
Collector. 
iii) General Manager,                  -  Member Secretary
   
District Industries-
   
Centre. 

The Director of Industries and Commerce has suggested that the District Level Export Promotion Cell will suggest measures to be taken for promotion of Export trade in the District.

State level  Export Promotion Cell in the Directorate of Industries and Commerce

 i)   Director of Industries

ii)   Representatives from  State Level                 -   Member
     Chamber of    Commerce, Industries
     Association,    Export promotion
     Council. - to be selected by
     Director of Industries and
     Commerce

The  Director of Industries and Commerce has also suggested that the State  Level  Export Promotion Cell will suggest measures to be taken for  promotion of export trade.

4. In order to give a boost to export of products manufactured by Small Scale Industrial Units in this State, the Government after careful examination, direct the Director of Industries and Commerce and all District  Collectors  to set up an  District Export Guidance Cells  in each District and also a State Level Export Promotion Cell as  mentioned in para 3 above to suggest measures to be taken for promotion of export trade by Small Scale Industries units.  The Government direct that there should be no additional expenditure to Government due to formation and  functioning of District Level/State Level Export  Promotion Cell.

5.This order issues with the concurrence of Finance Department -vide its U.O.No.  4592 / FS / P / 02 dated 4.10.2002.
