52 Read: From the Industries Commissioner and Director of Industries and Commerce Lr.No.54646/PDB1/2003 dated 20.11.03. ------- ORDER: Tamilnadu is one of the major coir producing States in the Country. Coir Industry is concentrated in the districts of Kanyakumari, Thanjavur, Coimbatore, Tirunelveli, Madurai and Salem. Coir Industry is very important to Tamilnadu, as it contributes to its rural economy besides providing employment to the rural people, mostly women. 2. The Industries Commissioner and Director of Industries and Commerce has stated that there is scope for increasing utilisation of coconut husks from 37% to 60%, which will increase the production of fibre from the existing level of 1.10 lakh M.T. to 1.89 lakh M.Ts which will generate additional employment to about 22,000 persons, especially in the rural areas. The Coir Board is taking various steps for the development of coir industry in the country. Coir Board is extending training facilities to the workers/members engaged in the coir industries for producing value added items like mat and mattings etc. Under this scheme, training will be given at Regional Coir Training and Development Centre, Pillaiyarpatti, Thanjavur and Kadamadai coir workers Industrial Cooperative Society Limited, Dhandukaranahalli, Dharmapuri Dist. 100 workers (both men and women) will be provided training in weaving of mats and mattings in each centre in batches of 25 for a duration of three months. Thus a total of 200 workers would be imparted training in two centres in a year. The Coir Board will bear the expenditure towards the stipend to the workers and salary to the instructors. The General Managers of the District will identify the trainees. The trainers will be drafted through Coir Board. The training centre at Kadamadai Coir Workers Industrial Cooperative Society at Dhandukaranahalli in Dharmapuri Dist. will be equipped with a traditional coir matting loom, corridor mat frames besides tables for sinnet mat, mesh mat, rope mats and Dye watt etc. at a cost of Rs.2.00 lakhs. The raw materials and consumables required for the training will be provided at a cost of Rs.1.50 lakhs per annum. The Regional Coir Training and Development Centre at Pillayarpatti in Thanjavur District will be provided with a sum of Rs.1.50 lakhs per annum towards the cost of raw materials and consumables. The centre is well equipped with all equipments required for the training. Out of the total expenditure of Rs.8.90 lakhs the Coir Board will bear Rs.3.90 lakhs towards payment of stipends to the trainees and salary to the instructor. Out of Rs.5 lakhs Government shall meet an expenditure of rs.3.50 lakhs to the Kadamadai Coir Workers Industrial Cooperative Society at Dhandukaranahalli in Dharmapuri District and Rs.1.50 lakhs to Regional Coir Training and Development Centre Thanjavur.3. The total cost for the training and the source of finance are as follows: Regional Coir Training and Development Centre, Pillaiyarpatti, Thanjavur Dist.

The Industries Commissioner and Director of Industries and Commerce has therefore requested the Government to sanction a sum of Rs.5.00 Lakhs towards State Government share for the above training under Part II Schemes 2004-05. 6. The Government after careful examination have decided to accept the proposal of Industries Commissioner and Director of Industries and Commerce in para 5 above. 7. Sanction is accorded for incurring an expenditure not exceeding Rs.5.00 lakh (Rupees Five lakhs only) [Rs.1.50 lakhs to Regional Coir Training and Development Centre, Pilliyarpatti and Rs.3.50 lakhs to Kadamadai coir workers Industrial Cooperative Society Limited Dhandukaranahalli) towards State Government share for the above training. 8. The expenditure sanctioned in para 7 above shall be debited to the following head of account: "2851 - 00 - Village and Small Industries 106 Coir Industries - Schemes in the Tenth Five Year Plan II State Plan JA Assistance to Coir Industrial Cooperatives - 72 Training (D.P.Code No.2851 - 00 - 106 - JA 7203)" 9. The Industries Commissioner and Director of Industries and Commerce is authorised to draw and disburse the amount to the Coir Board and Kadamadai Coir Workers Industrial Cooperative Society Limited at Dhandukaranahalli, Dharmapurai District. The Coir Board and Kadamadai Coir Workers Industrial Cooperative Society Limited at Dhandukaranahalli, Dharmapurai District. will furnish the utilisation certificate to Government. 10.
