ORDER:

Tamil Nadu is one of the major coir producing States in the Country. Coir Industry is concentrated in the districts of Kanyakumari, Thanjavur, Coimbatore, Tirunelveli, Madurai and Salem. Coir Industry contributes to rural economy besides providing employment to the rural people, mostly women.

2. With a view to help the prospective entrepreneurs in starting new units for the manufacture of value added coir products such as mat and mattings using coir looms, Coir Board has drawn up a plan to provide financial assistance to 125 new units in Tamilnadu for the period 2004-2006.

3. The Industries Commissioner and Director of Industries and Commerce has sent a proposal to assist 30 units during the year 2004-05 in association with Coir Board’s Scheme as detailed below:

(i) Project cost of 30 units @ Rs.3.52 lakh each 105.60

(ii) Coir Board’s share @ Rs.0.60 lakh per unit 18.00

(iii) State Government’s share for 30 units 20.00

(iv) Beneficiaries’ share 67.60

He has stated that the proposed assistance will mark a beginning in the manufacture of mats and mattings in the State in a big way, predominantly in non traditional areas. Coir Board will identify the coir units in consultation with the concerned General Managers of the District Industries Centre.

4. The Industries Commissioner and Director of Industries and Commerce has therefore requested the Government to sanction its share of Rs.20.00 Lakhs as margin money assistance for implementation of the scheme to the Coir Board under Part II Schemes 2004-05.

5. The Government after careful examination have decided to accept the proposal of Industries Commissioner and Director of Industries and Commerce in para 4 above and sanction is accorded for incurring an expenditure not exceeding Rs.20.00 lakh (Rupees Twenty lakhs only) for the above scheme.

6. The expenditure sanctioned in para 5 above shall be debited to the following head of account:

"4851 - 00 - Capital outlay on village and small industries 106 coir industries. Schemes in the Tenth Five Year Plan II State Plan JB Margin Money Assistance to Mats Manufacturing Units 22 Investments. (D.P.Code No.4851 00 106 JB 2202).

7. The Industries Commissioner and Director of Industries and Commerce is authorised to draw and disburse the amount sanctioned in para 6 above to the Coir Board. The Coir Board shall furnish the details of utilisation to State Government.

8. This order issues with the concurrence of Finance Department vide its U.O.No.28167/Ind/2004-1, Dated: 26.4.04.
