ABSTRACT Small Industries Department-Part II Scheme 2004-05 - Skill Upgradation Training on CNC Machines to workers of existing Industries - Sanction of Rs.2.50 lakhs - Orders issued. SMALL INDUSTRIES (DEV.1) DEPARTMENT G.O.Ms.No.45 READ:- From the Industries Commissioner and Director of Industries and Commerce Rc.No.54646/PDB1/2003, dt. 20.11.03. ------ ORDER: The Industries Commissioner and Director of Industries and Commerce in his letter read above, has sent proposals for providing Training for Skill Upgradation on CNC Machines to 1000 workers of the existing Industries at a cost of Rs.5.00 lakhs for 2004-05 and 2005-06. 2. The Industries Commissioner and Director of Industries and Commerce has stated that Tamilnadu is a pioneer State in Engineering Industries, viz., Automobile components, Tools, Jigs and Fixtures, Precision Components etc. Due to liberalization, globalization in the WTO scenario these Industries have to upgrade the technology of their units with CNC machines to cope up with the trend and to survive in the market. Some of the Industries have already upgraded the technology of their units by providing CNC machines and many more are in the pipeline to go in for technology upgradation by acquiring CNC machines to compete in the market. 3. Though the Industries are acquiring CNC machines, the workers of the units do not have adequate exposure and experience in the operation of sophisticated CNC machines. The Industrialists, particularly tiny sector, find it difficult to incur expenditure to train their workers in those machineries. The Small Scale Industries Associations have requested the Government to provide financial assistance for skill upgradation of the industrial workers, so as to produce the items with quality. In view of the above, the Industries Commissioner and Director of Industries and Commerce has proposed as Part II Scheme for 2004-05 to impart training to workers of those industries which take up technology upgradation with CNC machines. At the first instance, it is proposed to train 1,000 workers in a period of two years, i.e. 2004-2005 and 2005-2006. 4. The Industries Commissioner and Director of Industries and Commerce has also stated that at present Institutions like IIT, Anna University and SISI, Chennai, TREC-STEP, Trichy, P.S.G. Engineering College and Suguna Motors, Coimbatore and Thiyagarajar Engineering College, Madurai are conducting skill upgradation Training on CNC Machines to Workers in the SSI units and these institutions will be consulted to devise a Training Module to train the workers from nearby SSI units. 5. The modalities of implementation and criteria for selection of workers/Units for training will be formulated with a link with units covered by Technology Upgradation Scheme. After identification of these workers, they will be trained in those institutions, in the nearby area with the participation of the employers of the Industries. The training cost varies from Rs.1,000/- to Rs.3,000/- according to the needs of the Industries. 6. The Industries Commissioner and Director of Industries and Commerce has therefore suggested to provide Government assistance to the above skill upgradation training on CNC machines to the workers of the SSI and Tiny Units by way of financial assistance at 50% of the training cost or Rs.500/- whichever is less. The remaining cost of the training will be met by the employer i.e., the Small Scale Industries who depute their workers. Hence, State Government’s assistance for training 1000 workers will be 1000 x Rs.500/- = Rs.5,00,000/- for two years at Rs.2.50 lakhs per year in 2004-2005 and 2005-2006. 7. The Government have examined the proposal and accepted the same under Part II Scheme for 2004-05. Sanction is therefore accorded for incurring an expenditure not exceeding Rs.5.00 lakhs (Rupees five lakhs only) for providing Skill Upgradation Training on CNC Machines to 1000 workers of the Small Scale Industries and Tiny Units at the rate of 50% of the training cost or Rs.500/- whichever is less during 2004-05 and 2005-06. The expenditure for 2004-05 should be restricted to Rs.2.5/-lakhs provided in the Budget Estimate 2004-05. The remaining cost of Training will be met by the employer i.e. Small Scale Industries who depute the workers. 8. The expenditure sanctioned in paragraph 7 above shall be debited to "2851-00-Village and Small Industries-102 Small Scale Industries - Schemes in the Tenth Five Year Plan - II State Plan - LT Skill upgradation on CNC machines to workers in existing industries 72 Training (DPC 2851 00 102 LT 7201). 9. The Industries Commissioner and Director of Industries and Commerce is authorised to draw and disburse the amount sanctioned in paragraph 7 above. 10.
