ORDER:

In the G.O. read above the Government have sanctioned implementation of New Anna Marumalarchi Thittam for starting Agro based industries including processing of Horticulture produce, flour based extracts, coir and food processing. The industries started under New Anna Marumalarchi Thittam are eligible for special package of incentives.

2. The progress made in implementation of this scheme was reviewed by Honourable Chief Minister on 10.7.03. At this review meeting it has been decided that rural activities like Toys manufacturing will be included in addition to the items listed for eligibility under New Anna Marumalarchi Thittam and thereby cluster approach will be encouraged.

3. With reference to the decision referred to in paragraph 2 above in his letter read above the Industries Commissioner and Director of Industries and Commerce has sent necessary proposals. The Industries Commissioner and Director of Industries and Commerce has stated that in India wide range of toys namely Plastic and Mechanical activity toys, soft dolls, stuffed toys, metal toys and electronic toys are produced and there are units 3000 in Small Scale Industries sector and cottage sector and that there are only 33 registered Small Scale Industries units manufacturing units in Tamil Nadu and there is good scope for starting toys industries in this state. The Industries Commissioner and Director of Industries and Commerce, has also stated that the toys can be manufactured using local raw materials and manpower and Self Help Groups in rural areas may be encouraged to a large extent and therefore requested that the project for manufacture of Toys by Self Help Groups may be included in the list of eligible activity under New Anna Marumalarchi Thittam.

4. The Government, after careful examination of the proposals of the Industries Commissioner and Director of Industries and Commerce have decided to accept it. Accordingly, they direct that the project for manufacture of Toys by Self Help Groups is included in the list of eligible activity under New Anna Marumalarchi Thittam.

5. This order issues with the concurrence of Finance Department, vide its U.O.No.2463/FS/F/03 dated 23.7.03.
