ABSTRACT Small Industries Department - Part II Schemes 2004-2005 - Upgradation of Testing facilities at Regional Testing and Analytical Laboratory, Madurai - Amount of Rs.15.14 lakhs sanctioned - Orders - Issued. SMALL INDUSTRIES (DEV.2) DEPARTMENT G.O.Ms.No.43 READ:- The Industries Commissioner and Director of Industries and Commerce Lr.Rc.No. 54646 /PDB1/ 2003, dt. 20.11.2003. ----- ORDER: The Industries Commissioner and Director of Industries and Commerce in his letter read above has sent Part II proposals for 2004-05. In the proposals he has reported that the Regional Testing and Analytical Laboratory, Madurai, renders testing services for the Chemical items and for Physical Testing of Construction Materials such as Tor Steel Rods, Steel Tubes, PVC Pipes, Nuts and Bolts, Rubber Tubings, Cement Cubes and testing of Petrol, Diesel and Kerocene received from Public Undertakings and Private Units from all the Southern Districts of the State as per Bureau of Indian Standards. This lab is also carrying out Chemical and Physical testing of the above materials received from the CID and Vigilance Departments. 2. Nearly 12,000 samples are tested annually earning a revenue of Rs.34 lakhs to the state ex-chequer. Most of the testing equipments like 40 Tons Universal Testing Machine, Vibrating Machine for Preparing Cement Mould Cubes, Petroleum Distillation Apparatus and Digital PH Meter available in the lab were purchased 30 years back. These instruments are in worn out condition and need replacement. The lab is not equipped with Cube Testing machine and Deep Freezer and hence it is not possible to undertake the compression test of samples of Cement Cubes and PVC Pipes. 3. The Industries Commissioner and Director of Industries and Commerce has sent proposals to purchase and erect 100 Ton Universal Testing Machine, Vibrating Machine for Cement, Digital PH Meter, Petroleum Distillation Apparatus, 100 Ton Cubes Testing Machine, Deep Freezer, Computer with Printer, at a total cost of Rs.15.14 lakhs to cater to the testing needs of the people of Southern Districts at reasonable cost. 4. The Government after careful consideration, accept the proposals under Part II Schemes for 2004-05. Sanction is accorded to incur a sum not exceeding Rs.15.14 lakhs (Rupees fifteen lakhs and fourteen thousand only) towards purchase of equipments as in the Annexure to this order for upgradation of Testing facilities at Regional Testing and Analytical Laboratory, Madurai, under Part II Scheme 2004-2005. 5. The expenditure sanctioned in para 5 above shall be debited to the following head of account: "2851-00-Village and Small Industries - 102 Small Scale Industries - Schemes in the Tenth Five Year Plan - II State Plan - JD Regional Testing and Analytical Laboratory at Madurai 19 Machinery and Equipments -01 Purchase (DPC 2851 00 102 JD 1916)". by reappropriation under the following head of account :- "2851-00 - Village and Small Industries - 102 - Small Scale Industries - II State Plan - JE. Technical Information Section in Industrial Estate at Aambattur, Katpadi, Madurai, Guindy, Salem and Trichy - 19 Machinery and Equipments -01. Purchase" (DPC 2851 00 102 JE 1914). 6. Pending reappropriation of funds in RE / FMA 2004-05 the Industries Commissioner and Director of Industries and Commerce is permitted to incur the expenditure. He is also requested to send necessary proposal for inclusion of this expenditure in RE / FMA 2004-05. 7.
