ORDER:
In the G.O. first read above the Government have announced the New Anna Marumalarchi Thittam. Under this scheme small scale industrial units not exceeding four agro based economic activity with a minimum capital investment of Rs.1 crore and more with the capacity to generate employment would be encouraged in each of the 385 blocks in the state with a special package of incentives and support.
2. In the review meeting conducted by Honourable Chief Minister on 10.7.2003 to review the performance of NAMT it was decided that potential SSI sectors like fisheries related activities viz., coastal Aquaculture, fresh water prawn culture, mud crab fattening, Lobster fattening. Pearl/oyster cultivation will be included under New Anna Marumalarchi Thittam and the infrastructure required for establishing such farms will be reckoned as plant and machinery for purposes of eligibility of subsidy.
3. Accordingly the Industries Commissioner and Director of Industries and Commerce in the letter second read above has sent a proposal for inclusion of activities of shrimp and mud crab culture, lobster fattening and pearl oyster culture under New Anna Marumalarchi Thittam. He has stated that the promotion of these activities will provide employment to rural people especially women and lobsters, pearls has got very good export market. In order to encourage the entrepreneurs to establish these projects under New Anna Marumalarchi Thittam a suggestion has been made that the capital subsidies such as 15% capital subsidy on Plant and Machinery and 5% additional capital subsidy for employment of women more than 50% of the work force granted to the units set up under New Anna Marumalarchi Thittam may be given for the investment made on infrastructure created for these projects.
4. The Government have carefully examined the proposal of Industries Commissioner and Director of Industries and Commerce and accept the proposals. Accordingly the Government, direct that the activities connected with fisheries viz., coastel Aqua culture fresh water prawn culture mud crab fattening, lobster fattening and pearl oyster culture be included in the list of eligible activity under New Anna Marumalarchi Thittam. The Government have also direct that the expenditures for creating following infrastructure in these projects be considered as investment made on plant and machinery and as such reckoned to sanction capital subsidies under New Anna Marumalarchi Thittam.

- iii) 5 H.P Diesel pumpsets and bore well
- iv) Inlet and outlet sluice gate
- v) Pipeline for water
- vi) Equipment
- vii) Paddle wheel aerators.
5. This order issues with the concurrence of Finance Department vide its U.O.No.2488/FS/P/03 dated 25.7.03.
