ORDER:

The small tea growers of the Nilgiris District have been representing that due to cartelisation by brokers in the auction centres,  they are being denied of economical prices for their produce.  After an indepth study of the problems faced by the small tea growers,  orders were issued  in the G.O. first read above  for setting  up of a new auction centre at Coonoor to ensure that reasonable and remunerative prices are paid to Tea manufacturers and thereby to small tea growers and to ensure that the auction is conducted in a fair and transparent manner.  The new auction center was registered  on 28.8.2002 in the name of ‘The Tea Manufacturers Service Industrial Cooperative Society Ltd., Ind No.1/NGS. The TEASERVE has obtained licence on 31.1.2003 from Tea Board to conduct auction.

2. Now,   the Director of Industries and Commerce  has sent a proposal with a project cost of Rs.20.00 lakhs as detailed below to commence auction business and service:-

The above expenditure is proposed to be met as detailed below:-

3.  The Director of Industries and Commerce has requested the Government to sanction Rs.5.00 lakhs as State Government share participation to the new auction centre ‘TEASERVE’  under the Part II Schemes 2003-2004.

4.  The Government after careful  examination accept the above proposal and sanction a sum of Rs.5.00 lakhs (Rupees five lakhs only) towards State Government share participation in the TEASERVE.

5.  The expenditure sanctioned in para 4 above shall be debited to the following head of account:

“ 2425.00-Cooperation-107 Assistance to credit Co-operatives-Schemes in the Tenth Five Year Plan II. State Plan-JX Share capital assistance for setting up of a new auction centre for welfare of the small tea growers-22-Investments.(DPC2425-00-107-JX 2206)”

6.  The   Industries  Commissioner  and  Director  of  Industries   and

Commerce is authorised to draw and disburse the amount sanctioned in para 4 above to the  Special Officer, TEASERVE, Coonoor. He is requested to take follow up action in consultation with TEASERVE to commence auction and send a monthly periodical report on 5th of every month.  The first report should be sent on 5th of  the month succeeding to the date of  this Government Order.

7.  This order issues with the concurrence of Finance Department vide its U.O.No. 30894/Ind/03 dated  10.6.2003.
