Small Industries--Part II Schemes for the year 2003-2004-Establishment of Raw Material and Fertiliser Bank at Trichy under IC Sector-State Government share participation of Rs.10.00 lakhs-Sanctioned.

ORDER;

The Government of Tamil Nadu have announced a new scheme, namely New Anna Marumalarchi Thittam for promotion of agro based/food processing industries with an investment of Rs.1 crore and above in each of the 385 blocks of the State with special package of incentives and escort support.  Under this scheme, innovative projects are coming up.  For continuous running of these projects, the availability of raw materials shall be ensured for which a Raw Material Bank is to be established.  Further, for improving the yield of agricultural cultivation, high yield seedlings  have to be provided to the contract farmers and to maintain Export Quality/Standards, the farmers shall also be provided with Bio-Fertilizers/organic manure and related information on adoption of modern agricultural implements.  To provide these services to the new units to be established under NAMT it is proposed to form an Industrial Cooperative Society consisting of 50 unemployed B.Sc.(Agri) Graduates and trained on “Agri Clinic” by NABARD.  The head quarters of the society will be in Trichy having jurisdiction   all over the State to cater to the needs of all agro based/food processing industries in the State.  The facilities like raw material, fertilizer, godown, testing laboratory, supply of Bio tec seedlings, training on modern agricultural practices units etc. will be provided at Trichy.  The latest modern equipments and Agri implements will be displayed and demonstrated.  The available space in the storage godown will be given on rent to farmers/industrialists for storing their agricultural produces/end products.  The proposed members shall be from all districts.  Hence they are expected to undertake society’s activities in their respective areas at the rate prescribed  by the society.  The Agri graduate members shall avail the facilities of the society to carry out the service activities to the farmers and agro based/food processing units.

3.  The estimated cost of the scheme and source of finance are as follows:

Land (2 acres) at Electric &Electronic Estate, Thoovagudi Trichy at Industrial  rates

Rs.15.00 lakhs

Building and Storage godowns (15000 sq.ft)

Rs.60.00 lakhs

Equipments and Agricultural implements

Rs.25.00 lakhs

Total

Rs.100.00 lakhs

 

Source of Finance:

Share Contribution by Members (50 members) @ Rs.5000 each

Rs.2.50 lakhs

Share participation by State Government.

Rs.10.00 lakhs

Venture capital fund through NABARD

Rs.12.50 lakhs

25% subsidy from NABARD

Rs.25.00 lakhs

Loan from financial institutions/TAICO Bank

Rs.50.00 lakhs

Total

Rs.100.00 lakhs

 

3.  The Director of Industries and Commerce has therefore requested the Government to sanction a sum of Rs.10.00 lakhs as State Government share participation to the proposed society under Part II Schemes 2003-2004.

4.  The Government after careful examination have decided to accept the proposal for setting up of a Raw Material and Fertiliser Bank at Trichy under IC sector.       5.  Sanction is accorded for incurring an expenditure not exceeding Rs.10.00 lakhs (Rupees Ten lakhs only) towards State Government share participation in the above proposed society.

6.  The expenditure sanctioned in para 5 above shall be  debited to the following head of account:

  “4425.00 Capital outlay on Cooperation-106 Investment in other Cooperatives Schemes in the Tenth Five Year Plan-II State Plan-JB share participation for establishment of raw materials and Fertiliser Bank under Industrial Cooperative sector-22. Investments.” (D.P.C. 4425 00 108 JB 2204.) 

7.  The Industries Commissioner and Director of Industries and Commerce is authorized to draw and disburse the amount sanctioned in para 5 above to the proposed  industrial cooperative society.

  1. 8.   This order issues with the concurrence of Finance Department vide its U.O.No. 26781/Ind/03 dated 6.5.2003.
