ORDER:

The price of green tea leaf grown in the Nilgiris District has crashed down  drastically in recent times.  This has led to lot of discontentment among the small tea growers in the Nilgiris District.  The Government have already taken various steps to solve the problems faced by the small tea growers of the Nilgiris District.  It has been represented that one solution to the problem is the  participation of Government agencies in the auction market of tea which is the primary method adopted in the sales of made tea having direct impact on the price of green tea leaf.

2. The Government examined the matter carefully.  It has been decided that reasonable price for green tea leaf can be achieved if Government agencies start buying made tea in the auction.  The proposal of procurement of made tea by Indcoserve by participating in the auction and sale of packaged Indcoserve tea through the Public Distribution System was considered.

3. Indcoserve has expertise in assessing the market price of tea, blending and packaging tea.  The Indcoserve brand “Queen of Hills” is already being marketed on a trial basis.  While Indcoserve can procure, blend and package the tea, the Tamil Nadu Civil Supplies Corporation which is already retailing consumer products like rice, sugar, kerosene, wheat etc. can put the Indcoserve product for sale through its own Public Distribution System and Co-operative Public Distribution System outlets.

4. After careful  consideration the Government direct that

i)  The Tamil Nadu Civil Supplies Corporation should achieve sales of made tea to the tune of 200 tonnes per month progressively through their Public Distribution System and Co-operative Public Distribution System outlets.

ii) Indcoserve with their5 expertise in  tea may procure, blend and package the tea and supply it to the Tamil Nadu Civil Supplies Corporation on cash and carry basis.

5. The Special Officer, Indcoserve is directed to take necessary further action to implement the above orders of Government in consultation with the Industries Commissioner and Director of Industries and Commerce /Tamil Nadu Civil Supplies Corporation.

6. This order issues with the concurrence of Cooperation, Food and Consumer Protection Department and Finance Department.
