ABSTRACT Small Industries Price preference - Protecting the interest of Small Scale Industries Representative of Small Industries Department in the Tender Scrutiny Committee Nomination of Orders issued. SMALL INDUSTRIES (DEV.1) DEPARTMENT G.O.Ms.No.
11 Read: 1. G.O.Ms.No.451 and 452, Finance (Salaries), dt.16.11.2001. 2. From the Industries Commissioner and Director of Industries and Commerce, Letter No. 31361 / IES.2 / 2002, dt.24.11.2003. ------- ORDER: The Tamil Nadu Transparency in Tenders Act, 1998, and Rules, 2000 have been amended in the Government orders first read above providing 15% price preference to domestic Small Scale Industrial units in respect of products and quantities manufactured by them. This order has come into effect with effect from 01.12.2001. 2. During the discussions in the Legislative Assembly on 07.05.2003 on Demand No.42 Small Industries Department, Minister for Rural Industries among other things, made the following announcement: To ensure 15% price preference to Small Scale Industries a representative from the Small Industries Department will be nominated as an invitee to the Tender Scrutiny Committee who will assist the Committee in protecting the interest of Small Scale Industrial units who participate and become eligible for award of tender as per the Act.
3. Based on the announcement mentioned above the Industries Commissioner and Director of Industries and Commerce sent proposals in his letter second read above for nomination of Officials of the Small Industries Department to assist the Tender Scrutiny Committee constituted under rule 24 of Tamil Nadu Transparency in Tenders Rules. 4. The Government after careful consideration, accept the proposals of the Industries Commissioner and Director of Industries and Commerce and issue the following instructions: 1) A Representative from Directorate of Industries and Commerce will be nominated as a Special Invitee in the Tender Scrutiny Committee of all Departments/ Boards/State Public Sector Undertakings. 2) The Invitee so nominated will participate in the Districts and in the State in all the tenders in which Small Scale Industrial units have participated as Tenderers. 3) The Invitee can only express his opinion before the Tender Security Committee. 4) The Tender process by the Tender Scrutiny Committee will be carried on even if the invitee after due intimation does not attend the Tender Scrutiny Committee meeting. 5. This order issues with the concurrence of the Finance Department vide its U.O. No. 33/SS(G)/P/04, dt. 5.2.2004. (BY ORDER OF THE GOVERNOR) D.
