ORDER:

In the G.O. first read above, the Government constituted an Empowered Committee to clear the tsunami relief and rehabilitation projects to be implemented with the World Bank assistance and with Asian Development Bank assistance.

2. Rural Development and Panchayat Raj Department is one of the Line Departments entrusted with the task of Tsunami Rehabilitation Project, executing the works through the District Implementing Units (DIU)/ District Rural Development Agencies (DRDA) in the coastal districts affected by Tsunami. For monitoring and coordinating the execution of works assigned to Rural Development Department with District Rural Development Agencies in 12 coastal districts, a separate internal auditor is required.  The Tsunami Project Implementation Unit prepared a TOR for that purpose taking into consideration the scope of audit work to be carried out for the District Rural Development Agencies  in the 12 coastal districts.

3.  After duly considering the issue it was decided to entrust with M/s. Sushil Jeetpuriya & Company, the work of internal audit for Rural Development Department as well, with additional manpower for that assignment at a reasonable budget.  M/s. Sushil Jeetpuria & Company, Chartered Accountants, New Delhi, has agreed to take up the assignment at a cost of Rs.3.00 lakhs (Rupees Three lakhs only) for the period from March 2005 to April 2007.

4.  The Project Director (ETRP & TEAP) had sought the concurrence of the World Bank, whether M/s. Sushil Jeetpuria & Company, Chartered Accountants,  who have been already appointed as Internal Auditor  for the other departments, might also be considered for carrying out internal audit of Rural Development as well, for the period from March 2005 to April 2008. The World Bank has suggested to consider extension of the scope of work till March 2007 as against April 2008 and that a fresh view may be taken in April 2007 based on the final decision on the proposal for construction of additional houses.

5.  The Project Director (ETRP&TEAP) placed the proposal before the Empowered Committee at its meeting held on 26.10.2006. The Empowered Committee, approved the proposal to entrust the work of internal audit of Rural Development and Panchayat Raj Department also with M/s. Sushil Jeetpuria & Company covering the period from March 2005 to March 2007 only with the concurrence of the World Bank.

6.  The Government, after careful consideration, accept the decision of the Empowered Committee and accord administrative approval for the appointment of M/s. Sushil Jeetpuria & Company, Chartered Accountants as Internal Auditor for Rural Development and Panchayat Raj Department also covering the 12 coastal districts for the period from  March 2005 to March 2007 with the concurrence of the World Bank.
