ABSTRACT Tsunami - Emergency Tsunami Reconstruction Project (ETRP) - Execution of works with assistance from World Bank - Tsunami relief works - Municipal Infrastructure works - for five Urban Local Bodies - Proposals submitted by Commissioner of Municipal Administration - Approved by the Empowered Committee - Orders - Issued. Officer on Special Duty (RR) and Project Director (ETRP/TEAP), D.O.Lr.No.TRR-EAP1/81881/06, dated 10.11.06. ***** ORDER: In the Government Order first read above, orders have been issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project (ETRP) with World Bank assistance at a cost of Rs.1852.74 crores for housing, reconstruction of public buildings, providing technical assistance and training and implementation support for Tsunami affected victims and buildings. 2. In the G.O. second read above, the Government have constituted an Empowered Committee to clear the Project to be implemented with the World Bank assistance sanctioned in G.O. (Ms.) No.384, Revenue dated: 01.07.05. 3. The Commissioner of Municipal Administration has reported that the coastal areas of Vedaranyam, Nagapattinam, Colachel, Kayalpattinam and Cuddalore municipalities were heavily affected due to tsunami 2004, that housing colonies are being constructed by the NGOs as a relief and rehabilitation measure to the affected public and that wherever the housing colonies are in the municipal limits, the infrastructure facilities like water supply, sanitation, roads and drains, community library halls, anganwadi centres and street lights have to be provided by the respective municipalities. He has therefore requested for sanction of Rs.1620.80 lakhs for providing infrastructure facilities to the public in 21 habitations of the five Urban Local Bodies referred to above. 4. The Project Director, Emergency Tsunami Reconstruction Project (ETRP) placed the proposal of the Commissioner of Municipal Administration before the Empowered Committee at its meeting held on 26.10.2006. The Empowered Committee considered the proposal and approved it barring the works in Akkaragori and Manaveli habitations of Cuddalore Municipality. The Committee also directed the Commissioner of Municipal Administration to justify the works in Akkaragori and Manaveli habitations of Cuddalore Municipality. 5. The Commissioner of Municipal Administration has justified the works in respect of Akkaragori habitation in Cuddalore Municipality and also suggested to defer the works in Manaveli habitation in Cuddalore Municipality as the Director of Town and Country Planning approval is yet to be received for the same. 6. The Government after careful consideration accept the proposal of the Commissioner of Municipal Administration, as recommended by the Empowered Committee and accord sanction for a sum of Rs.1425.08 lakhs for providing basic amenities for 20 habitations in five Urban Local Bodies in Vedaranyam, Nagapattinam, Colachel, Kayalpattinam and Cuddalore as detailed below:-

The above expenditure shall be debited to the following new sub head of account under Demand No.34, Municipal Administration and Water Supply Department as detailed below:- "4217 - Capital outlay on Urban Development - 60. Other Urban Development Schemes - 051. Construction scheme in the Tenth Five Year Plan - II. State Plan - QA. Provision of basic amenities to new habitations under ETRP - 16. Major works. (DPC 4217 60 051 QA 1603) 8. The Commissioner of Municipal Administration will be the estimating, reconciling and controlling authority of the above new sub head of account. The Pay and Accounts Officer/Treasury Officer concerned is requested to open the above new sub head of account in their accounts. 9. The expenditure will constitute an item of New Service. The expenditure shall therefore be met initially by an advance from the Contingency Fund. The Commissioner of Municipal Administration is directed to apply for Contingency Fund Advance in the prescribed form to the Finance (BG.I) Department. The expenditure shall be brought to the specific knowledge of the Legislature by inclusion in the Supplementary Estimate. The Commissioner of Municipal Administration is authorized to draw and disburse the amount, sanctioned in paragraph 6 above, as per the procedure detailed in paragraph 8 above and send the statement of expenditure, Utilization Certificate, the progress report as laid down by World Bank in consultation with Project Director. 10. This order is issued with the concurrence of Finance Department vide U.O.No.136/JS(Per)/06, dated 20.12.2006 and ASL No.1221. (One thousand two hundred and twenty one). (By Order of the Governor) S.
