ORDER:

In the G.O. first read above, Government orders  have been issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74crore for Housing Reconstruction, Restoration of livelihood,  repairs/reconstruction of Public Buildings , providing technical assistance and training and implementation support for Tsunami affected victims.

2. In the G.O. second read above the Government have constituted an Empowered Committee to clear the Projects to  be implemented with the World Bank assistance sanctioned in the G.O. first read above.

3. In the G.O third read above the Government have formulated the Policy,  for the implementation of a massive housing reconstruction  programme for the tsunami affected families.

  4. The Managing Director, Tamil Nadu Slum Clearance Board has stated that the tenements constructed between Light House and Srinivasapuram, lying within 200 to 500 metres from sea,  under various schemes by the Board have become weak structurally due to salty air and moisture and are in a dilapidated condition after the tsunami. The Board has proposed to demolish the existing 2862 tenements and to construct 7320 tenements in those places with four floors (G + 3 ) to accommodate the existing 2862 occupants and to allot 4458 tenements to tsunami hit slum families.  The new tenements will have the latest technical and disaster resistant features.  It has been  proposed to resettle the families in temporary shelters nearby before starting the work. The Board will obtain necessary environmental and other clearances required and will strictly abide by the Environment and Social Management Frame Work agreed  for Emergency Tsunami Assistance Project by the Government of Tamil Nadu. Lay out designs will be outsourced and the project will be executed as a model housing project.  The Managing Director, Tamil Nadu Slum Clearance Board has requested to sanction a sum of Rs.128.10 cores for  the construction of 7320 tenements adopting G + 3 pattern of development works at a unit cost of Rs. 1.75 lakhs including amenities and  a sum of Rs.10 Crores for the construction of temporary shelters for 5000 families at the rate of Rs.20000  per unit.

  5.  The Officer on Special Duty (R&R) placed the proposal of the Tamil Nadu Slum Clearance Board before the Empowered Committee at its meeting held on 26.10.2006. The  Committee approved the proposal in principle, subject to clearance from the World Bank. The Committee directed the Managing Director, Tamil Nadu Slum Clearance Board to limit the estimated cost of construction of temporary shelters  to Rs.20000/-per unit. The per person requirement of 35 sq.ft. can be restricted to four persons per family instead of five persons.

6.   The Government  accept the proposal of the Tamil Nadu Slum Clearance Board as recommended by the Empowered Committee and accord in principle approval for the construction of 7320 tenements  in Marina between Light  House and Srinivasapuram adopting G + 3 pattern at a total cost of Rs.128.10 crores at a unit cost of Rs.1.75 lakhs including amenities and for the construction of  5000 temporary shelters at the rate of Rs.20000/- per unit at a total cost of Rs.10 crores.  The Government sanction a sum of Rs.128.10 cores (Rupees   One hundred and twenty eight Crores and Ten lakhs only) for the construction of 7320 tenements and a sum of Rs.10 Crores (Rupees Ten crores only) for the construction of 5000 temporary shelters.

7.  The  Expenditure  sanctioned  in  paragraph 6 above  shall  be debited to the following Head of account:

8. Necessary funds will be provided in RE/FMA 2006-2007.  Pending provision of such funds the special Commissioner and Commissioner of Revenue Administration is authorized to draw and disburse the amount sanctioned  in paragraph 6 by means of an account payee cheque drawn in favour of Personal Deposit Account of Tamil Nadu Slum Clearance Board by indicating the account No. thereon and disburse the same to the Tamil Nadu Slum Clearance Board so as to enable it to remit the same in State Bank of India, Thousand Lights Branch, Chennai by Contra Credit to "K. Deposits and Advances (b) Deposits not bearing interest under "8443. Civil Deposits - 800. Other Deposits - AE. Deposits of Government Companies/Corporations etc. - CA. Deposits of Tamil Nadu Slum Clearance Board. (DP Code 8443 800 AE (CA 000J) Receipts)".

8.  The Special Commissioner and Commissioner of Revenue Administration is also requested to include the above said expenditure while sending RE/FMA proposal for 2006-007 without fail.

9. The expenditure should be brought to the notice of the legislature by specific inclusion in the Supplementary Estimates 2006-2007.

10. Necessary proposal for inclusion of the expenditure in the Supplementary Estimates should be sent to Finance (Revenue/BG.I) at the appropriate stage.

11. This order issues with the concurrence of Finance Department vide its   U.O.No.4635 /FS(P) / 2006, dated 20.12.2006. and ASL No.1222. (One thousand two hundred and twenty two).
