ABSTRACT Tsunami Relief and Rehabilitation Tsunami Emergency Assistance Project (TEAP) - Execution of Schemes with Asian Development Bank Assistance Rehabilitation of Tsunami affected areas in Town Panchayats sanction accorded for a sum of Rs.9.603 Crores for Building sector under Infrastructure Development Component- Revised proposal to carryout Repairs, restoration and upgradation of existing public buildings and Roads restoration works and other innovative projects in Tsunami affected Town Panchayats from amount already sanctioned - Approved by Empowered Committee Orders Issued. Lr.No.TRR / EAP1 /81881/06, Dated 10.11.2006. ***** ORDER: In the G.O. first read above, orders were issued according administrative sanction for the implementation of the Tsunami Emergency Assistance Project (TEAP) with Asian Development Bank assistance at a cost of Rs.629.63 Crores for restoration of livelihood of the Tsunami affected poor, restoration of Tsunami damaged Roads and Bridges, Ports and Harbours, water supply and sanitation, rehabilitation of / upgradation of municipal and rural infrastructures and capacity buildings and implementation assistance. 2) In the G.O. second read above, the Government constituted an Empowered Committee to clear the projects to be implemented with the Asian Development Bank assistance sanctioned in the G.O. first read above. 3) In the G.O. third read above, sanction was accorded for a sum of Rs.9.603 Crores for building works to be implemented in the Tsunami affected Town Panchayat areas under Tsunami Emergency Assistance Project assisted by Asian Development Bank. 4) The Director of Town Panchayats has, now, informed that as per the guidelines of Asian Development Bank, repairs, restoration and upgradation of the existing building works alone can be undertaken. He has, therefore, sent a revised proposal to carryout repairs, restoration and upgradation of 23 buildings at a cost of Rs.135.65 lakhs and restoration of 20 roads at a cost of Rs.534.65 lakhs. 5) The Officer on Special Duty (R & R) and Project Director (ETRP and TEAP) placed the same before the Empowered Committee at its meeting held on 26.10.2006. The Empowered Committee has approved the revised/modified proposal submitted by the Director of Town Panchayats. 6) The Government, after careful consideration, accept the decision of the Empowered Committee and accordingly sanction the revised/modified proposal of the Director of Town Panchayats to carry out repairs, restoration and upgradation works of 23 buildings at a cost of Rs.135.65 lakhs and restoration works of 20 Roads at a cost of Rs.534.65 lakhs in the Tsunami affected Town Panchayats under Tsunami Emergency Assistance Project (TEAP) as detailed in the Annexure to this order. 7) The expenditure sanctioned in para 6 above shall be debited to the following head of account: (i) Buildings: 4515 - 00 - capital outlay on other Rural Development programmes 103. Rural Development - Schemes in the Tenth Five Year Plan - II State Plan RQ Works under Tsunami Emergency Assistance Project (TEAP) with loan assistance from Asian Development Bank Town Panchayats Buildings 1600 major works (D.P.C 4515.00.103. RQ. 1600) (ii) Roads: 4515 - 00 capital outlay on other Rural Development programmes 103. Rural Development Schemes in the Tenth Five Year Plan - II State Plan RP Works under Tsunami Emergency Assistance Project (TEAP) with loan assistance from Asian Development Bank Town Panchayats Roads 1600 major works (D.P.C 4515.00.103. RP. 16.02) 8) The Director of Town Panchayats is authorized to draw and disburse the expenditure sanctioned in Para 6 above as per the existing procedure and to send the statement of Expenditure, Utilization Certificate and the Progress Reports as laid down by Asian Development Bank. He is also authorised to execute the works, incur expenditure and complete the works within the time limit prescribed by Asian Development Bank. The works should be executed following the procurement and other procedures laid down by the funding agency, namely viz, Asian Development Bank. The Director of Town Panchayats is requested to ensure that the Zonal Assistant Directors observe all statutory and environmental and social assessment safeguards laid down by the funding agency. He is also requested to closely monitor and take follow up action with regard to the quality and timely completion of works as per the standards. The Executive Officers of Town Panchayats concerned will execute the projects under the directions of the Director of Town Panchayats. 9) The Director of Town Panchayats is also permitted to reallocate the amount sanctioned to the needy works / areas without exceeding the total amount sanctioned. 10) This order is issued with the concurrence of Finance Department vide its U.O.No.78894/MAWS/06, dated 1912.06.
