Officer on Special Duty (RR), D.O.Lr.TRR-EAP1 / 81881 / 06, dated 10.11.06. ***** ORDER: In the G.O. first read above, orders were issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74 crore for housing reconstruction, restoration of livelihood, repairs / reconstruction of Public buildings, providing technical assistance and training and implementation support for Tsunami affected victims. 2. In the G.O. second read above the Government constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in the G.O.first read above. 3. In the G.O. third read above, the Government ordered that Tamil Nadu Slum Clearance Board shall construct tenements for the Tsunami affected slum families in Chennai and Thiruvallur Districts. 4. As part of this programme to resettle the Tsunami affected slum families in Chennai, the Government have ordered in G.O.Ms.No.171, Revenue dated 07.04.2006 that the 2200 tenements constructed at Semmancheri under Chennai Metropolitan Development Plan be allotted to the Tsunami affected slum families. The total cost of the project of Rs.28.60 crore will be reimbursed from the World Bank. These 2200 tenements at Semmancheri have been sold to Emergency Tsunami Reconstruction Project and based on the lists furnished by the Revenue authorities of Chennai these tenements are allotted to the Tsunami affected slum families. 5. As per the policy of the Government, the houses constructed for Tsunami affected slum families are required to be insured for a period of 10 years. It has been decided to take a long term Standard Fire and Special Perils Policy covering the following risks under the said insurance policy. a) Fire b) Explosion / Implosion c) Impact by any Rail d) Aircraft or other aerial and / or space devices and / or articles dropped from it. e) Bursting and / or overflowing of water tanks, apparatus and pipes f) Missile testing operations g) Leakage from Automatic Sprinklers h) Bush fire. i) Riots, Strikes, Malicious Acts. j) Lightning. k) Storm, Cyclone, Typhoon, Tempest, Hurricane, Tornadoes, Flood and Inundation, Tsunami. l) Subsidence and landslides including rockslides. m) Earthquake fire and shock cover. n) Terrorism. Accordingly the Tamil Nadu Slum Clearance Board invited offers from the leading Insurance Companies. The lowest offer has been received from the United India Insurance Company and they have quoted their rate of premium at Rs.16.54 lakh as a single payment and the period of insurance is ten years for these 2200 tenements at Semmancheri. Tamil Nadu Slum Clearance Board has sent a proposal for insuring the 2200 tenements constructed at Semmancheri in Chennai at a total cost of Rs.16.54 lakh with the United India Insurance Company. 6. The Project Director for (ETRP & TEAP) placed the proposal before the Empowered Committee. 7. The Empowered Committee, in its meeting held on 2610.06, has approved the proposal. 8. The Government after careful consideration accept the decision of the Empowered Committee and accordingly sanction a sum of Rs.16.54 lakh (Rupees Sixteen lakhs and fifty four thousand only) towards insurance coverage for the 2200 tenements in Semmancheri to be paid to the United India Insurance Co., as a single payment at rate of Rs.751.82 per tenement as one time premium. 9. The expenditure sanctioned above shall be debited to the following head of account:- ''2216. Housing – 80. General – 800. Other expenditure - Schemes in the Tenth Five Year Plan – II State Plan - QA. World Bank assisted schemes under Emergency Tsunami Reconstruction Project (ETRP) purchase of tenements from Tamil Nadu Slum Clearance Board for rehabilitation of Tsunami affected slum families – 09. Grants in aid - 01 Grants in current Expenditure''. (DPC 2216 80 800 QA 0919) 10. The amount sanctioned in paragraph 8 above shall not be paid in cash but credited to the following head of account:- "K Deposit and Advances (b) Deposits not bearing interest 8443 - 00 Civil Deposits - 800. Other deposits CA Deposits of Tamil Nadu Slum Clearance Board". (DP Code No.8443 - 00 - 800 - CA - 000) (Receipts) by means of an account payee cheque drawn in favour of PD a/c of Tamil Nadu Slum Clearance Board. 11. Necessary funds will be provided in RE/FMA 2006-07. Pending provision of such funds, the Special Commissioner and Commissioner of Treasuries and Accounts is authorised to draw the amount sanctioned in paragraph 8 above by means of amount payee cheques in favour of "Personal Deposit Account of Tamil Nadu Slum Clearance Board" by indicating the Account number thereon and disburse the same to Tamil Nadu Slum Clearance Board so to enable it to remit the same in State Bank of India, Thousand Lights Branch, Chennai. 12. The Managing Director, Tamil Nadu Slum Clearance Board is requested to include the above said expenditure while sending RE/FMA proposal for 2006-07 without fail. 13. The Managing Director, Tamil Nadu Slum Clearance Board is also requested to send the statement of expenditure in consultation with Project Director (ETRP & TEAP). 14. This order is issued with the concurrence of Finance Department vide its U.O.No.77562 / Revenue/06, dated 15.12.2006 and ASL No.1174 (One Thousand one hundred and seventy four) (By Order of the Governor) S.
