ORDER:

In the G.O. first read above, orders were been issued according administrative sanction for the implementation of the Tsunami Emergency Assistance Project(TEAP) with Asian Development Bank assistance at a cost of Rs.629.63 crores for Restoration of livelihood of the Tsunami affected poor, rehabilitation of Tsunami damaged Roads and bridges, Ports and Horbours, restoration of water supply and sanitation, rehabilitation, upgrading of municipal and rural infra-structure and capacity building and implementation assistance.

2.  In the G.O. second read above, the Government constituted an Empowered Committee to clear the Tsunami Emergency Assistance Projects.

3.  In the G.O. Ms.No.581, Revenue NC(IV) Department, dated 19.10.2005, a sum of Rs.56.931 crores was sanctioned to Tamil Nadu Maritime Board under Asian Development Bank assisted TEAP for execution of rehabilitation works of Tsunami affected port infra-structure of Cuddalore and Nagapattinam minor ports.

4.  The Chief Executive Officer, Tamil Nadu Maritime Board submitted a proposal stating that for the smooth execution of sanctioned works, they were grouped as Phase-I and Phase-II for both Cuddalore and Nagapattinam minor ports.   He further informed that it is the first time Tamil Nadu Maritime Board is executing civil works of a huge magnitude and as the Tamil Nadu Maritime Board is not well equipped with modern basic survey instruments and infrastructure facilities for the proper supervision and execution of the works, the basic modern survey equipments and logistic facilities are required.  He has therefore requested for sanction of a sum of Rs.60 lakhs for procuring the requirements.

5.  The Project Director (ETRP & TEAP) placed the above proposal for approval of the Empowered Committee with a suggestion that wherever vehicles are required, they may be hired.

6.  The Empowered Committee, in its meeting held on 26.10.06, approved the above proposal subject to modification that wherever vehicles are required they may be hired and wherever computers and other accessories are to be purchased, they may be done through M/s ELCOT Ltd.

7.  The Government, after careful consideration, accept the decision of the Empowered Committee and sanction a sum of Rs.50 lakhs (Rupees fifty lakhs only) towards procurement of basic modern survey equipment and logistic facilities as contained in the Annexure to this order for executing the Phase-I works and the works in Phase-II under TEAP component from the amount allotted under Incremental Administration under TEAP for Cuddalore and Nagapattinam minor Ports. The Government also direct that vehicles may be hired whenever required at the rate not exceeding Rs.1000/- per vehicle per day as fixed in G.O.Ms.529 Revenue Deportment dated 14.08.06 and that purchase of computers and other accessories shall be done through M/s ELCOT Ltd.

8.  The expenditure sanctioned in Para 7 above shall be debited to the following head of account:-

"5052. Capital Outlay on shipping - 80. General - 800. Other Expenditure - Schemes in the Tenth Five Year Plan - II. State Plan - RN. Dredging and rehabilitation Works under Tsunami Emergency Assistance Project (TEAP) with loan assistance from Asian Development Bank - Executed by Tamil Nadu Maritime Board - 16 Major Works".

9.  The expenditure sanctioned in paragraph 7 above shall be met from the provisions made in Revised Budget Estimates 2006-07 under the head of account indicated at paragraph 8 above.  The Chief Executive Officer, Tamil Nadu Maritime Board is requested to apply for additional funds over and above the RBE 2006-07 provision, if necessary.

10.  The section Officer (Bills), Highways Department is authorized to draw the amount sanctioned in paragraph 7 above as per the existing procedure and disburse to the Chief Executive Officer, Tamil Nadu Maritime Board by means of necessary adjustment bills for adjusting into the Personal Deposit Account of Tamil Nadu Maritime Board.  The sanctioned amount shall not be paid in cash but contra credited into the following head of account:-

"8443.00 Civil Deposits – 800 Other Deposits – C.L. Deposits of Tamil Nadu Maritime Board (TNMB)”

11.  The Chief Executive Officer, Tamil Nadu Maritime Board is requested to send the Statement of Expenditure, Utilization Certificate and the Progress Reports as laid down by Asian Development Bank in consultation with the Project Director (ETRP and TEAP) to the Government Accountant/General.

12.  This order is issued with the concurrence of Finance Department vide its U.O. No.77512/PW.I/06-1, Dated 14.12.06.
