ORDER:

In the Government Order first read above, orders were issued according administrative sanction for the implementation of Tsunami Emergency Assistance Project (TEAP) with Asian Development Bank (ADB) assistance at a cost of Rs.629.63 Crores for restoration of livelihood of the tsunami affected poor, rehabilitation of tsunami damaged Roads and Bridges, Ports and Harbours, construction of new bridges in Tsunami affected areas, restoration of water supply and sanitation, rehabilitation / upgrading of municipal and rural infrastructure and capacity building and implementation assistance.

2. In the order second read above, the Government constituted an Empowered Committee to clear the Projects to be implemented with the Asian Development Bank assistance.

3. In the order third read above, the Government have sanctioned a sum of Rs.42.70 Crores for the Construction of 5 High Level Bridges in the Tsunami affected areas in Cuddalore, Nagapattinam and Tiruvallur districts.

4. In the order fourth read above, the Government sanctioned a sum of Rs.49.43 Lakhs for engaging Consultancy Firms in 2 packages as detailed below:

 a)  Preparation of Detailed Project Report, Environmental Management Plan, Resettlement Action Plan and Bid document for the construction of 2 High Level Bridges in Nagapattinam district and Preparation of Environmental Management Plan, Resettlement Action Plan and Bid document for the construction of a High Level Bridge in Tiruvallur district.                ----------     Rs.18.91 lakhs

 b)  Preparation of Detailed Project Report, Environmental Management Plan, Resettlement Action Plan and Bid document for the construction of 2 High Level Bridges in Cuddalore district.              ----------      Rs.30.52 lakhs

5. The Chief Engineer (H), NABARD & Rural Roads, Highways Department sent proposal for the engagement of three Consultancies for Construction supervision of five bridge works in Cuddalore, Nagapattinam and Tiruvallur Districts at a cost of Rs.84.24 Lakhs out of allocation of funds of Rs.968.00 lakhs made against " Designs and construction supervision and technical support consultancy " component vide Government Order 1st read above.

6. The Officer on Special Duty (Relief and Rehabilitation) and Project Director (Emergency Tsunami Reconstruction Project and Tsunami Emergency Assistance Project) placed the proposal before the Empowered Committee at its meeting held on 26.10.2006. The Empowered Committee approved the proposal.

7. The Government, after careful examination accept the recommendation of the Empowered Committee and accordingly sanction a sum of Rs.84.24 Lakhs (Rupees Eighty four Lakhs and twenty four thousands only) for the engagement of three Consultancies for Construction Supervision of the five bridge works as detailed below, under Grant Component of " Designs and Construction supervision and technical support consultancy " of Asian Development Bank funded Tsunami Emergency Assistance Project.

(i) Construction of a High level Bridge across Uppanar river at Km.4/6 of Pichavaram - Kodiyampalayam road and Improvements to approaches. 

(ii) Construction of a High level Bridge across  Harichandranathi L.C.cut at Km.  1/8-9 of Vettaikaraniruppu L.S.cut bungalow road including approaches

8. The expenditure sanctioned in Para 7 above shall be debited to the following head of account:-

"5054  CAPITAL OUTLAY ON ROADS AND BRIDGES - 80   General -  800   Other expenditure - Scheme in the Tenth Five Year Plan - II  State Plan - RN  Construction of bridges under Tsunami Emergency Assistance Project (TEAP)  with loan assistance from Asian Development Bank - Highways - 16 Major Works".

9.     The Chief Engineer (H), NABARD and Rural Roads, Chennai-32 is authorized to draw and disburse the amount sanctioned in Para - 7 above as per the existing procedure and complete the works within the time limit prescribed by the ADB. The selection of Consultancies shall be done as per the procedures laid down by the Asian Development Bank in consultation with the Project Director (ETRP & TEAP).

10.    This order issues with the concurrence of Finance Department vide its .U.O.77511/PW.I/06-1, Dated 14.12.2006.
