Tsunami – Relief and Rehabilitation – World Bank assisted Emergency Tsunami Reconstruction Project (ETRP) – Execution of Schemes – Construction of Permanent Houses in Tsunami affected Town Panchayats areas in Villupuram District – Provision of Basic Amenities and Infrastructure facilities to new habitation – Approved by Empowered Committee – Amount Rs.2.742 Crores sanctioned – Orders – Issued.

4. From the Officer on Special Duty (R&R), Chennai -5, Lr.No.TRR/EAP1/81881/06, dated 10.11.2006.

In the G.O. first read above, orders have been issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project (ETRP) with World Bank assistance at a cost of Rs.1852.74 crores for Housing, Reconstruction, Restoration of livelihood, repairs/ Reconstruction of Public Buildings providing Technical assistance and Training and implementation support for Tsunami affected victims and buildings.

2) In the G.O. second read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank assistance sanctioned in the G.O. first read above.

3) The Director of Town Panchayats has sent proposal for Providing Basic Amenities and Infrastructure Facilities in the new habitations where the permanent houses are being constructed in Villupuram District at a cost of Rs.274.2 lakhs Under Emergency Tsunami Reconstruction Project (ETRP).

4) The Officer on Special Duty (R & R) and Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting held on 26.10.2006. The Empowered Committee has approved the proposal submitted by the Director of Town Panchayats.

5) The Government after careful consideration, accept the decision of the Empowered Committee and accordingly sanction a sum of Rs.274.2 lakhs (Rupees two Crores seventy four lakhs and twenty thousand only) to the Director of Town Panchayats for the works to be executed with World Bank assistance Under Emergency Tsunami Reconstruction Project (ETRP) as detailed below:

7) Necessary funds has been provided in FSE 2006-07. Pending provision of such funds the Director of Town Panchayats is authorized to draw and disburse the expenditure sanctioned in Para 5 above as per the existing procedure and send the statement of Expenditure, Utilization Certificate and the Progress Reports as laid down by World Bank. He is also authorised to execute the works, incur expenditure and complete the works within the time limit prescribed by World Bank. The works should be executed following the procurement and other procedures laid down by the funding agency, namely viz, World Bank. The Director of Town Panchayats is requested to ensure that the Zonal Assistant Directors observe all statutory and environmental and social assessment safeguards laid down by the funding agency. He is also requested to closely monitor and take follow up action with regard to the quality and timely completion of works as per the standards. The Executive Officers of Town Panchayats concerned will execute the projects under the directions of the Director of Town Panchayats.

8) The Director of Town Panchayats is also permitted to reallocate the amount sanctioned to the needy works /areas without exceeding the total amount sanctioned.

9) This order is issued with the concurrence of Finance Department vide its U.O. No.74207/MAWS/06, dated 11.12.06.
