From the Officer on Special Duty (R&R), Chennai -5 Lr.No.TRR/EAP1/81881/06, dated: 10.11.2006 ***** ORDER: In the G.O. first read above, orders have been issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project (ETRP) with World Bank assistance at a cost of Rs.1852.74 crores for Housing, Reconstruction, Restoration of livelihood, repairs/ Reconstruction of Public Buildings providing Technical assistance and Training and implementation support for Tsunami affected victims and buildings. 2) In the G.O. second read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank assistance sanctioned in the G.O. first read above. 3) In the G.O. third read above sanction was accorded at a cost of Rs.1170.89 lakhs which includes a sum of Rs.348.39 lakhs to provide necessary basic amenities for the new habitations i.e., drainages, CC Roads, BT Roads, Anganwadi, Library, Community Centre, Street Plantation etc., at 17 locations in 9 Town Panchayats in Kanyakumari District under Emergency Tsunami Reconstruction Project (ETRP). 4) In addition to that the Director of Town Panchayats has sent proposal requesting Additional fund of Rs.60.00 lakhs for "Providing Basic Amenities and Infrastructure Facilities" in the new habitations where the permanent houses are being constructed in Kanyakumari District under the Emergency Tsunami Reconstruction Project (ETRP). 5) The Officer on Special Duty (R & R) and Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting held on 26.10.2006. The Empowered Committee has approved the proposal submitted by the Director of Town Panchayats. 6) The Government after careful consideration, accept the decision of the Empowered Committee and accordingly sanction additional fund of Rs.60.00 lakhs (Rupees sixty lakhs only) to the Director of Town Panchayats for the works to be executed with World Bank assistance Under Emergency Tsunami Reconstruction Project (ETRP) as detailed below:
6) The expenditure sanctioned in Para 6 above shall be debited to "4217 - Capital out lay on urban Development 60 the Urban Development Schemes 800 Other expenditure schemes in the Tenth Five Year Plan - II State Plan. QA Provision of Basic Amenities to the New habitation under Emergency Tsunami Reconstruction Project (ETRP) 16 major works". (4217-60-800-QA-1604) 7) Necessary funds has been provided in FSE 2006-07. (vide item No.11) FSE Book. The Director of Town Panchayats is authorized to draw and disburse the amount sanctioned in paragraph 6 above as per the existing procedure and send the statement of Expenditure, Utilization Certificate and the Progress Reports as laid down by World Bank. He is also authorised to execute the works, incur expenditure and complete the works within the time limit prescribed by World Bank. The works should be executed following the procurement and other procedures laid down by the funding agency, viz, World Bank. The Director of Town Panchayats is requested to ensure that the Zonal Assistant Directors observe all statutory and environmental and social safeguards laid down by the funding agency. He is also requested to closely monitor and take follow up action with regard to the quality and timely completion of works as per the standards. The Executive Officers of Town Panchayats concerned will execute the projects under the directions of the Director of Town Panchayats. 8) The Director of Town Panchayats is also permitted to reallocate the amount sanctioned to the needy works /areas without exceeding the total amount sanctioned. 9) This order is issued with the concurrence of Finance Department vide its U.O. No.74206/MAWS/06, dated 11.12.06. (By Order of the Governor) S.
