ABSTRACT Tsunami – Chennai District – Relief and Rehabilitation – World Bank aided Emergency Tsunami Reconstruction Project (ETRP) – Allotment of tenements made to tsunami victims in Semmancheri – Exemption from payment of Tamil Nadu Electricity Board Deposit – Sanction of additional sum of Rs.8,69,000/- Approved by Empowered Committee – Orders – Issued. TRR-EAP1 / 81881 / 06 dt.10.11.2006. ------ ORDER: In the G.O. first read above, Government issued orders according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74 crore for housing reconstruction, restoration of livelihood, repairs / reconstruction of Public buildings, providing technical assistance and training and implementation support for Tsunami affected victims. 2. In the G.O. second read above the Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank assistance sanctioned in the G.O. first read above. 3. In the G.O. third read above, government ordered that 2200 tenements constructed at Semmancheri under Chennai Metropolitan Development Plan by Tamil Nadu Slum Clearance Board be allotted to the tsunami affected slum families. The allottees, representing through Tsunami Nagar Makkal Iyakkam, requested the Government that they might be exempted from the payment of deposit amount of Rs.1850/- per tenement to the Tamil Nadu Electricity Board to obtain service connections. 4. In the G.O. fourth read above, the Government issued orders (i) exempting the 2200 allottees of Tamil Nadu Slum Clearance Board tenements in Semmancheri from paying the deposit of Rs.1850./- per tenement to the Tamil Nadu Electricity Board and (ii) sanctioning a sum of Rs.40,70,000 being the additional total amount of deposit payable by the 2200 allottees of Tamil Nadu Slum Clearance Board tenements in Semmancheri at Rs…1850/- per tenement, payable to the Tamil Nadu Electricity Board by the Government on behalf of the allottees through the Tamil Nadu Slum Clearance Board and directing that the cost be met from World Bank assist Emergency Tsunami Reconstruction Project. 5. The Tamil Nadu Electricity Board authorities have requested to pay Rs.2245/- per tenement as service connection charges for the 2200 tenements at Semmancheri. Accordingly the Managing Director, Tamil Nadu Slum Clearance Board, has sent a proposal for the sanction of an additional sum of Rs.8,69,000/- for the same as the total Service connection deposits to Tamil Nadu Electricity Board at the revised rate works out Rs.49,39,000/-. The Managing Director/Tamil Nadu Slum Clearance Board has requested to release the balance amount of Rs. 8.69 lakhs. 6. The Project Director (ETRP & TEAP) placed the above proposal before the Empowered Committee. 7. The Empowered Committee in its meeting held on 26.10.2006 approved the above proposal. 8. The Government, after careful consideration, accept the decision of the Empowered Committee and exempt the 2200 allottees of Tamil Nadu Slum Clearance Board tenements in Semmancheri from payment of deposit amount of Rs.2245/- per tenement to the Tamil Nadu Electricity Board and also sanction an additional sum of Rs.8,69,000/- (Rupees Eight lakhs and sixty nine thousand only) towards payment of balance of deposit amount to Tamil Nadu Electricity Board through Tamil Nadu Slum Clearance Board on behalf of the 2200 allottees of Semmancheri to obtain Electricity Board service connection. 9. The Expenditure sanctioned in paragraph 8 above shall be debited to the following Head of Account: “2216 Housing-80, General – 800, Other Expenditure - Schemes in the Tenth Five Year Plan – QA World Bank Assisted schemes under Emergency Tsunami Reconstruction Project (ETRP) purchase of tenements from Tamil Nadu Slum Clearance Board for Rehabilitation of Tsunami affected slum families – 09. Grants-in Aid 01.Grants for Current Expenditure." (DPC 2216 80 800 QA 0919). 10. Necessary funds will be provided in RE/FMA 2006-07. Pending provision of such funds, the Special Commissioner and Commissioner of Revenue Administration is authorised to draw and disburse the amount sanctioned in paragraph 8 above to the Tamil Nadu Electricity Board through the Managing Director, Tamil Nadu Slum Clearance Board. The Special Commissioner and Commissioner of Revenue Administration is also requested to include the above said expenditure while sending RE/FMA proposal for 2006-07 without fail. 11. This order is issued with the concurrence of Finance Department vide its U.O. No.75506/Revenue/06, dated 5.12.2006 dated and ASL No.1097. (One thousand and ninety seven).
