No.TRR-EAP (1)/ 81881 / 06, dated 10.11.2006. ******* ORDER: In the G.O first read above, orders have been issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74 crores for Housing, Reconstruction, Restoration of livelihood, repairs/reconstruction of Public buildings, providing Technical assistance and Training and implement support for Tsunami affected victims and buildings. 2) In the G.O second read above, the Government constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in the G.O first read above. 3) In the G.O third read above, a sum of Rs.2 crores was sanctioned for the Demarcation of High Tide Line (HTL) along the Coast of Tamil Nadu and superimposition of HTL reference points on Village Cadastral Maps as one of the schemes under World Bank assisted Emergency Tsunami Reconstruction Projects. 4) After following all the guidelines prescribed by the World Bank, the Institute of Remote Sensing, Anna University was identified as the consultant to carry out the Demarcation of HTL along the Coast of Tamil Nadu and superimposition of HTL reference points on Village Cadastral Maps. The total value of the Consultancy Services is as follows:- a) Value of the Consultancy services .. Rs.1,96,69,300/- b)

Rs. 24,07,523/- 5) The Director of Environment submitted a proposal requesting that the Institute of Remote Sensing, Anna University to take up the consultancy service for demarcation of HTL along the coast of Tamil Nadu at a cost of Rs.2,20,76,823/- and to sanction an additional amount of Rs.20,76,823/- to take up the above work. 6) The Officer on Special Duty and the Project Director (ETRP&TEAP) placed the above proposal before the Empowered Committee for approval . The Empowered Committee has approved the proposal. 7) The Government, after careful consideration, accept the recommendation of the Empowered Committee and permit the Director of Environment to entrust the work of consultancy service for execution of the Demarcation of HTL along the Coast of Tamil Nadu and superimposition of HTL reference points on Village Cadastral Maps with the Institute of Remote Sensing, Anna University with World Bank assistance at a cost of Rs.2,20,76,823 (Rupees Two Crores twenty lakhs seventy six thousand eight hundred and twenty three only) as per the agreed schedule of payment. The Government have already sanctioned a sum of Rs.2 Crores in the G.O. third read above. The Government sanction an additional amount of Rs.20,76,823/- (Rupees Twenty lakhs seventy six thousand eight hundred and twenty three only) to take up the work. 8) The expenditure sanctioned in paragraph 7 above shall be debited to: "3435- Ecology and Environment - 03. Environmental Research and Ecological Regeneration - 102. Environmental Planning and Coordination - Schemes in the Tenth Five Year Plan - II. State Plan -QA. World Bank assisted scheme under Emergency Tsunami Reconstruction Project (ETRP) - Environment - 33. Payments for Professional and Special Services - 03. Special Service." (D.P Code-3435-03-102-QA-3332) 8) The Director of Environment, Chennai is authorized to draw and disburse the amount sanctioned in paragraph 7 above as per the existing procedure and to send the statement of expenditure, Utilization Certificate and the Progress Reports as laid down by World Bank in consultation with the Project Director (ETRP & TEAP) to the Government and Accountant General. 9) This order is issued with the concurrence of Finance Department vide its U.O.
