OSD (RR) and PD (ETRP / TEAP) Lr.No.TRR EAP1/81881/2006, dt.10.11.2006. ******** ORDER:- Government in their order first read above, have accorded administrative sanction for the implementation of Tsunami Emergency Assistance Project (TEAP) with Asian Development Bank assistance at a cost of Rs.629.63 crores for restoration of livelihood of the Tsunami affected poor, rehabilitation of Tsunami damaged roads and bridges, ports and harbours, restoration of water supply and sanitation, upgrading of Municipal and rural infrastructure, capacity building and implementation assistance. 2. In the G.O. second read above, Government have constituted an Empowered Committee to clear the projects to be implemented with the Asian Development Bank assistance sanctioned in the G.O. first read above. 3. In the G.O. third read above Government have sanctioned a sum of Rs.950.30 lakhs (Rupees nine crores fifty lakhs and thirty thousand only) for the execution of the 3 major components like, Community Structure, Economic Development and Capacity Building in the Tsunami affected areas, in which a sum of Rs.130.00 lakhs was sanctioned as Revolving Fund to 650 Self Help Groups at the rate of Rs.20,000/- per group in the municipal areas. 4. In the G.O. fourth read above, Government have sanctioned a sum of Rs.201.50 lakhs as Revolving Fund to 455 SHGs at the rate of Rs.30,000/- per group and as additional revolving fund to 650 groups at the rate of Rs.10,000/- per group. 5. The Commissioner of Municipal Administration has submitted a proposal seeking revolving fund of Rs.372.60 lakhs for 1242 Self Help Groups towards livelihood programme for Tsunami affected coastal areas of ULBs in Tamil Nadu under TEAP with Asian Development Bank assistance to Project Director (ETRP & TEAP), as revolving fund for 1242 groups as shown below.
The Project Director (ETRP & TEAP) placed the proposal before the Empowered Committee at its Meeting held on 26.10.2006. The Empowered Committee has approved the proposal submitted by the Commissioner of Municipal Administration. 6. The Government, after careful consideration, accept the decision of the Empowered Committee and sanction a sum of Rs.372.60 lakhs (Rupees three crores seventy two lakhs and sixty thousand only) towards Revolving Fund for 1242 groups as shown in the Annexure to this order. 7. The expenditure sanctioned in paragraph 6 shall be debited to the following Head of Account: 2217. Urban Development 05. Other Urban Development Schemes 192 Assistance to Municipalities/Municipal Councils Schemes in the 10th Five Year Plan II. State Plan R.A. Asian Development Bank assisted Scheme under Tsunami Emergency Assistance Project (TEAP) Implementation of Livelihood Support Programme for other Tsunami affected persons in Urban Local Bodies 09. Grants-in-Aid 03. Grants for specific schemes. (DPC 2217 05 192 R.A. 0937) 8. Necessary funds will be provided in R.E./ F.M.A. 2006-2007 and pending provision of such funds in R.E. / F.M.A. 2006-2007, the Commissioner of Municipal Administration is authorised to draw and disburse the amount sanctioned in paragraph 6 above at the appropriate time. He is requested to send the utilization certificates to the Project Management Unit, Government and the Accountant General. The Pay and Accounts Officer (East), Chennai-5 is requested to honor the bill if otherwise in order. The Commissioner of Municipal Administration may be instructed to include the items of expenditure while sending proposal for Final Supplementary Estimates for the year 2006-07. 9.
