ORDER:

In the G.O. first read above, the Government ordered that the Tuition fees and Special fees payable by the students of Tsunami affected families for the period from 1.1.2005 to the end of Academic year 2005-06 would be borne by the Government and in the G.O.fifth and sixth read above, the Government have extended the benefits for the academic year 2006-07. 

2. In the G.O. second read above, sanction was accorded for a sum of Rs.2,53,050/- to Villupuram District out of the total amount of Rs.3,77,32,891/- sanctioned to 8 Tsunami affected districts towards settlement of claims of Educational Institutions for the period from 1.1.2005 to the end of the academic year 2005-06.

3. Subsequently, in the Government order third and fourth read above, sanction was accorded for a sum of Rs.20 lakhs and Rs.15 lakhs respectively to Villupuram district to settle the additional claims of the Educational Institutions as aforesaid.

4. The Collector, Villupuram has stated that out of the total amount of Rs.37,53,050/- sanctioned a sum of Rs.37,14,773/- has already been utilized for settling claims of 2951 students affected due to Tsunami leaving a balance of Rs.38,277/- for which claims have been received and are pending for the year 2004-05, 2005-06 and kept ready for sanction.  He has further reported that the claims for the year 2006-07 also have been verified by the Heads of Department respective of the Educational Institutions.  He has therefore requested for additional sanction of a sum of Rs.17,18,390/- towards Educational fee concession for Tsunami affected students.

5. The Principal commissioner and commissioner of Revenue Administration has recommended the said proposal to Government for the sanction of a sum of Rs.17,18,390/- rounded to Rs.17 lakhs to the Collector, Villupuram District.

6. The Government after careful examination, sanction a sum of Rs.17 lakhs (Rupees seventeen lakhs only) from Calamity Relief Fund to the Collector, Villupuram district towards settlement of tuition fees and Special fees payable by the students of Tsunami affected families to the educational institutions for the period from 1.1.2006 to the end of academic year 2006-07.

7. The expenditure sanctioned in para 6 above shall be debited to the head of account under

“2245 Relief on account of Natural Calamities – 80 General 800 – Other Expenditure – I Non-plan AD Waiving of School fee  in Tsunami affected areas – 09 Grants in Aid –01 Grants for current Expenditure

(DPC 2245-80-800 AD 0914)”

8. The Principal Commissioner and Commissioner of Revenue Administration is hereby authorized to draw and disburse the amount sanctioned in para 6 above to the Collector of Villupuram District and he is also requested to send the utilization certificate to the Accountant General / Government.

9. This order issues with the concurrence of Finance Department vide its U.O.No.69281/Rev/06-1 dated 15.11.2006.
