ORDER

In the G.O. first read above, orders have been issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project (ETRP) with World Bank Assistance at a cost of Rs.1852.74 Crores for Housing, Reconstruction, Restoration of livelihood, repairs/reconstruction of Public buildings, providing Technical assistance and Training and implementation support for Tsunami affected victims and buildings.

2)  In the G.O second read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank Assistance sanctioned in the G.O first read above.

3)  The Director of Town Panchayats has sent proposals for Providing Basic Amenities and Infrastructure Facilities in the new habitation where the permanent houses are being constructed in Kancheepuram, Cuddalore, Nagapattinam, Thoothukudi and Kanyakumari District at a cost of Rs.11.7779 Crores Under Emergency Tsunami Reconstruction Project (ETRP). 

4)  The Officer on Special Duty (Relief & Rehabilitation) and Project Director (Emergency Tsunami Reconstruction Project and Tsunami Emergency Assistance Project) placed the same before the Empowered Committee meeting held on 18.08.2006. The Empowered Committee has approved the proposal submitted by the Director of Town Panchayats.

5)  The Director of Town Panchayats as in the reference fifth   read above, reported that on further scrutiny, the proposal already cleared by Empowered Committee has been reduced and restricted to Rs.11.7089 crores, after deleting some redundant provisions pertaining to Nagapattinam District.

6)  The Government, after careful consideration, accord sanction for a sum of Rs.11.7089 Crores (Rupees Eleven crores seventy lakhs and eighty nine thousand only) to the Director of Town Panchayats for the works to be executed with World Bank assisted Emergency Tsunami Reconstruction Project (ETRP) as detailed in the Annexure to this order.

7)  The expenditure sanctioned in Para 5 above shall be debited to the following Head of account:-  

2515-00 Other Rural Development Programme 102 - Community Development Scheme in the Tenth Five Year Plan - II State Plan - Rural Development - Emergency Tsunami Reconstruction Project with World Bank Assistance – Provision of basic amenities and infrastructures to new habitation – 09-03 Grants for specific schemes. 8)  The Director of Town Panchayats will be the Estimating, Reconciling and Controlling authority of the above new sub head of Account.  The Pay and Accounts Officer/Treasury Officer concerned is requested to open the above new sub head of account in their records.

9)  The expenditure sanctioned in 5 above is an item of 'New Service' and the approval of Legislature will be obtained in due course.  Pending approval of the Legislature, the expenditure met initially from contingency fund.  The Director of Town Panchayats shall apply for the sanction of Advance from contingency fund of Government, Finance (BGI) Department in the prescribed format enclosing a copy of this order.

10)  The Director of Town Panchayats is authorized to draw and disburse the expenditure sanctioned in Para 5 above as per the existing procedure and send the statement of  Expenditure, Utilization Certificate and the Progress Reports as laid down by World Bank.  He is also authorized to execute the works, incur expenditure and complete the works within the time limit prescribed by World Bank.  The works should be executed following the procurement and other procedures laid down by the funding agency, namely, World Bank and existing tender transparency procedures laid down by the State Government.  The Director of Town Panchayats is requested to ensure that the Zonal Assistant Directors obtained all statutory and environmental and social assessment safeguards laid down by the funding agency.  He is also requested to closely monitor and take follow up action with regard to the quality and timely completion of works as per the standards.  The Executive Officers of Town Panchayats concerned will execute the projects under the directions of the Director of Town Panchayats.

11)  The Director of Town Panchayats is also permitted to reallocate the amount sanctioned to the needy works /areas without exceeding the total amount sanctioned.

12)  This order is issued with the concurrence of Finance Department  vide its U.O. No.62209/MAWS/2006, dated 17.10.2006 and ASL No.768 (Seven Hundred and Sixty Eight)
