ORDER:

In G.O.Ms.No.268 Revenue (NC-III) Dept, dated 06.05.2005, the Government   accorded sanction for a sum of Rs.5.4636 crore for 27318 shelters at the rate of Rs.2000/- per shelter for repairing the damaged roofs and also to provide infrastructure facilities like toilets, bathrooms and community sheds in and around the shelters in Tsunami affected coastal districts from Calamity Relief Fund. The amount was distributed to the districts concerned as follow:

The Collectors of various districts have carried out necessary repairs and provided infrastructure facilities to the temporary shelters through the Project Officers, DRDA.  So far, a sum of Rs.4.09 crore has been spent.

2.  In the G.O. second read above, the Government accorded the administrative sanction for the implementation of Emergency Tsunami Reconstruction Project (ETRP) with World Bank assistance at a cost of Rs.1852.74 crores for Housing Reconstruction, Restoration of livelihood, repairs and reconstruction of Public Buildings, Providing Technical Assistance and Training and Implementation Support for Tsunami affected victims. The World Bank has allowed a sum of Rs. 1551.396 crores for Housing Reconstruction.

3. In the G.O. third read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank assistance sanctioned in G.O. second read above.

4. The Project Implementation Officer, Tsunami Implementation Unit, Rural Development Department has proposed that the amount sanctioned in the G.O. first read above   towards improvements to temporary shelters may be continued to be taken up by Rural Development Department and the amount (Rs.5.46 crore) so far sanctioned may be booked under Emergency Tsunami Reconstruction Project (ETRP) instead of from Calamity Relief Fund.

5. The Project Director (Emergency Tsunami Reconstruction Project and Tsunami Emergency Assistance Project) has placed the above proposal before the Empowered Committee meeting held on 11.07.06 and it was approved by the Empowered committee. 

6.   The Government, after careful consideration, accept the decision of the Empowered Committee and accord sanction for Rs.5,46,36,000/- (Rupees Five crore forty six lakh and  thirty six  thousand only) towards repairing the damaged roofs and also to provide infrastructure facilities like toilets, bathrooms and community sheds in and around the shelters in the Tsunami affected coastal districts at the rate of Rs.2000/- per shelter for 27318 shelters from World Bank Loan assistance instead of from Calamity Relief Fund.

7.   The Expenditure sanctioned in paragraph 6 above shall be debited to the following Head of Account:-

“4216 – Capital outlay on Housing – 03. Rural  Housing - 800. Other Expenditure - II State Plan –  QA. Works under Emergency Tsunami  Reconstruction Project (ETRP) with assistance from World Bank – Rural Development Department –  Housing 16. Major Works (DPC NO.4216 - 03 - 800 -  QA - 1604

 

8. The Project Implementation Officer, Rural Development Department shall arrange to send Statements of Expenditure to the Project Director (ETRP and TEAP) for claiming reimbursement from World Bank and maintain necessary accounts for submission to Accountant General / Government. The Project Implementation Officer, Rural Development Department is authorized to give necessary further guidelines for the smooth implementation of the programme.

9. This order issues with the concurrence of Finance Department   vide its U.O.No57157/RD/06, dated: 5.10.06.
