ABSTRACT Tsunami - Tsunami Emergency Assistance Project (TEAP) - Execution of Schemes by the Tamil Nadu Maritime Board with Asian Development Bank Assistance - Rehabilitation of Tsunami affected Port - Procurement of Dredger for Nagapattinam/Cuddalore Port at a cost of Rs.7.00 Crore - Approved by Empowered Committee - Amount sanctioned - Orders - Issued. Officer on Special Duty (R&R) D.O.Letter No. TRR-EAP1 /52820/06 dated 21.07.06. **** ORDER :- In the G.O. first read above, orders have been issued according administrative sanction for the implementation of the Tsunami Emergency Assistance Project (TEAP) with Asian Development Bank (ADB) assistance at a cost of Rs.629.63 crores for restoration of livelihood of the tsunami affected poor, rehabilitation of tsunami damaged roads and bridges, ports and harbours, restoration of water supply and sanitation, rehabilitation, upgrading of municipal and rural infrastructure and capacity building and implementation assistance. 2) In the G.O. second read above, the Government have constituted an Empowered Committee to clear the Tsunami Emergency Assistance Project. 3) The Chief Executive Officer, Tamil Nadu Maritime Board, has submitted a proposal for procurement of Dredger for Nagapattinam/Cuddalore Port at a cost of Rs.7.00 Crore, in replacement of the existing tsunami damaged Dredger. The Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting held on 11.07.06. The Empowered Committee has approved the proposal . 4) The Government, after careful consideration accept the decision of the Empowered Committee and sanction a sum of Rs.7.00 Crores (Rupees Seven Crores only) for the procurement of a Dredger for Nagapattinam/Cuddalore Port in replacement of the existing tsunami damaged dredger. 5) The expenditure sanctioned in paragraph 4 above shall be debited to the following Head of account:- "5052 Capital Outlay on Shipping - 80 General -800 Other Expenditure - Schemes in the Tenth Five Year Plan - II State Plan - R.N.Dredging and rehabilitation works under Tsunami Emergency Assistance Project(TEAP) with Loan Assistance from Asian Development Bank - Executed by Tamil Nadu Maritime Board - 19 Machinery and Equipments - 01 - Purchase (DPC 5052-80-800-RN-1913)." 6) Necessary funds will be provided in RE/FMA 2006-07 to meet the expenditure sanctioned in Para 4 above. Pending provision of funds in RE/FMA 2006-07, the Section Officer (Bills), Highways Department, is authorised to draw the amount sanctioned in paragraph 4 above as per the existing procedure and disburse it to the Chief Executive Officer, Tamil Nadu Maritime Board by means of necessary adjustments bills for adjusting into the following Personal Deposit Account of Tamil Nadu Maritime Board:- "8443.00 Civil Deposits - 800 Other Deposits -C.L.Deposits of Tamil Nadu Maritime Board (TNMB)" (DPC 8443-00-800-CL-000B (Receipt) 8443-00-800-CL-0009 (Outgo) He is also requested to include the above expenditure while sending the budget proposals for RE/FMA2006-07 to Finance (PW.I) Department without fail. 7) The Chief Executive Officer, Tamil Nadu Maritime Board is requested to take necessary action for procurement of the dredger following the procedures acceptable to Asian Development Bank and to send the Statement of Expenditure, Utilization Certificate and the Progress Reports as laid down by Asian Development Bank in consultation with the Project Director(Emergency Tsunami Reconstruction Project and Tsunami Emergency Assistance Project). 8) This order is issued with the concurrence of Finance Department vide its U.O. note No.57158/PW I/06, dated: 3.10.06 and ASL No.658.
