Officer on Special Duty (Relief and Rehabilitation) D.O.TRR3-EAP1/52820/06, dated 21.07.2006 ORDER: In the G.O. first read above, the Government have announced the Housing Reconstruction policy to implement the housing reconstruction Programme for the Tsunami affected families. Necessary guidelines have also been issued with regard to the Programme. 2. In the G.O. second read above, the Government have accorded the administrative sanction for the implementation of Emergency Tsunami Reconstruction Project (ETRP) with World Bank assistance at a cost of Rs.1852.74 crores for Housing Reconstruction, Restoration of livelihood, repairs and reconstruction of Public Buildings, Providing Technical Assistance and Training and Implementation Support for Tsunami affected Victims. The World Bank has allowed a sum of Rs.1551.396 Crores for Housing Reconstruction. 3. In the G.O. third read above the Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank assistance sanctioned in the G.O. second read above. 4. The Government in the G.O. fourth read above have accorded sanction for a sum of Rs.53,20,00,000/- (Rupees fifty three Crores and twenty lakhs only) for providing the basic amenities in the new habitations where permanent houses are being constructed in Nagapattinam and Cuddalore district 5. The Project Implementation Officer, Tsunami Project Implementation Units (TPIU), Rural Development Department has submitted a proposal for sanction of funds to the tune of Rs.1364.205 lakhs for the purpose of Providing basic amenities in the new habitations where permanent houses are being constructed in Kancheepuram, Tiruvallur, Tirunelveli districts and the additional requirement in Cuddalore districts The Project Director (ETRP and TEAP) has placed the above proposal before the Empowered Committee meeting held on 11.07.06. The Empowered Committee has approved the proposal. 6. The Government after careful consideration accept the decision of Empowered Committee and accord sanction for a sum of Rs.13,64,20,500 (Rupees Thirteen Crores Sixty Four Lakhs Twenty Thousand and Five hundred only) towards providing the basic amenities like Drainages, link roads, Burial ground road, cement concrete Pavements, House Service Connection, Street lights, Solar Street lights, other amenties, etc., in the new habitations where permanent houses are being constructed in Kancheepuram, Tiruvallur, Tirnelveli district and for additional requirement of Cuddalore District as noted below:-
7. The Expenditure sanctioned in paragraph 6 above shall be debited to the following Head of Account 4216. Capital outlay on Housing 03. Rural Housing 800. Other Expenditure II. State Plan QA. Works under Emergency Tsunami Reconstruction Project (ETRP) with assistance from World Bank Rural Development Department Housing. 09.03 Grant for specific scheme (DPC 4216-03-800-QA-0936) Rs. 262.670 lakhs 16.00 Major works Rs.1101.535 lakhs (DPC 4216.03-800-QA-1604) 8. In the G.O. sixth cited, a sum of Rs.1400.47 lakhs has been sanctioned for the provision of basic amenities in new habitations where permanent houses are constructed in Thoothukudi, Villupuram and Kanniyakumari districts. The amount sanctioned has been debited to the following head of account:
Further in the same G.O.it is informed that the additional amount of Rs.225.33 lakhs under the head of account 4216-03-800-QA-0936 Grants for specific schemes will be provided in RE/FMA 2006-07.Similarly on sanctioning the amount indicated in Para 6 above ,the shortfall in grant for specific schemes comes to Rs.488.00 lakhs which will be provided in RE/FMA 2006-07. 9. Necessary additional amount of Rs.262.670 lakhs will be Provided under 4216 - 03 - 800 - 2A - 09.03 Grant for Specific Schemes. Pending provision of funds in RE/FMA 2006-07, the Project Implementation Officer, Project Implementation Unit, Rural Development and Panchayat Raj Department, Chennai is authorized to draw and disburse the amount sanctioned in paragraph 6 above to the District Rural Development Agencies/District Implementation Units of Kancheepuram, Tirunelveli, Tiruvallur and Cuddalore districts. . The Project Implementation Officer, Project Implementation Unit, Chennai is also requested to include this item of expenditure while sending proposals for RE/FMA 2006-07 without fail. 10. He is requested to send the Statements of Expenditure, Utilization Certificate and the Progress Reports as laid down by World Bank under intimation to Government in Rural Development and Panchayat Raj Department Project Director (ETRP & TEAP) and to execute the works utilizing the provision made by World Bank and to incur expenditure under the head of account as specified and complete the works within the time limit prescribed by World Bank. The works shall be executed by following the Procurement and other Procedures laid down by the funding agency, viz, World Bank in consultation with the Project Director. The Project Implementation Officer is also requested to ensure that the District Implementation Unit is obtaining all statutory and environmental clearances applicable for such project and ensure compliance with all the Environmental and Social Assessment Safeguards laid down by the funding agency. The Project Implementation Officer is further requested to ensure the quality of work, as per the standards specified by issuing detailed instructions to the field officers. He is also requested to closely monitor and take follow up action with regard to the quality and timely completion of the works as per the standards. The Project Implementation Officer shall obtain Utilization Certificate from the District Implementation Units after completion of the works and send it to Accountant General and Government. 11. The Project Implementation Officer, Tsunami Project Implementation Unit, Rural Development Department is permitted to reallocate the funds sanctioned for the provision of basic amenities among the districts based on requirements. He is also permitted to segregate sector-wise allocation made within a district based on requirements. 12. The Non-conventional Energy Sources must be done in co-ordination with TEDA. 13. This order issues with the concurrence of Finance Department vide U.O.No.57591/RD/06, dated 26.9.06 and ASL.No.627. (By Order of the Governor) S.
