ORDER:

In the G.O. first read above, orders were issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74 crore for housing reconstruction, restoration of livelihood, repairs / reconstruction of public buildings, providing technical assistance, training and implementation support for tsunami affected victims and buildings.

2. In the G.O. second read above, the Government constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in the G.O. first read above.

3. The Managing Director, Tamil Nadu Water Supply and Drainage  Board has submitted a proposal for the formation of one Project Monitoring Unit and Financial Management Unit at Tamil Nadu Water Supply and Drainage Board Head Office, Chennai and  7 District Implementation Units in tsunami affected districts., Viz Kancheepuram, Cuddalore, Villupuram, Nagapattinam, Thoothukudi, Tirunelveli and Kanniyakumari for implementation and monitoring of sanitation facilities to the permanent shelters in tsunami affected area and for the sanction of  a sum of Rs.1.83 crore towards recurring expenditure for a period of 18 months.    He  has  claimed   the   vehicle   hire  charges  at the rate of Rs.5000/- per vehicle per month.

The Project Director (ETRP & TEAP) placed the proposal before the Empowered Committee. The Empowered Committee has approved the proposal submitted by the Managing Director, TWAD Board, in its meeting held on 26.10.2006.

4. The Government, after careful consideration, accept the recommendation of the Empowered Committee and accord permission for the formation of Project Monitoring Unit and Financial Management Unit  at Tamil Nadu Water Supply and Drainage  Board Head Office, Chennai and 7 District Implementation Units with the staff as mentioned in the annexure to this order, in tsunami affected districts of Kancheepuram, Cuddalore, Villupuram, Nagapattinam, Thoothukudi, Tirunelveli and Kanniyakumari for implementation and monitoring of sanitation facilities to the permanent shelters in tsunami affected area. The Government also sanction a sum of Rs.26,28,357/- (Rupees Twenty six lakhs twenty eight thousand three hundred and fifty seven only) for three months from January 2007 to March 2007.  The staff sanctioned shall be filled from the existing Tamil Nadu Water Supply and Drainage  Board staff.

5. The expenditure sanctioned in paragraph 4 above shall be debited to the following new sub head of account under D.No.34, Municipal Administration and Water Supply Department, as detailed below:

"2215 –Water Supply and Sanitation – 02. Sewerage and Sanitation - 800. Other expenditure - I. Non-Plan - QA. World Bank assisted Scheme under Emergency Tsunami Reconstruction Project (ETRP) – Tamil Nadu Water Supply and Drainage Board – 09 Grants in-aid - 01. Grants for current expenditure.

6.  The Secretary to Government, Municipal Administration and Water Supply Department, will be the estimating, reconciling and controlling authority of the above new sub head of account.  The Pay and Accounts Officer/Treasury Officer concerned is requested to open the above new sub head of account in their accounts.

7.  Necessary funds will be provided in RE / FMA 2006-2007.  The Managing Director, Tamil Nadu Water Supply and Drainage  Board is requested to include this amount while sending budget proposals for RE/FMA 2006-2007.

8.  The amount sanctioned in paragraph 4 above shall not be paid in cash but credited to the following head of account:

"K. Deposits and Advances (b) Deposits not bearing interest -8447.00 Civil deposits - 800 Other deposits - BC. Deposits of Tamil Nadu Water Supply and Drainage Board (TWAD)" (DPC 8447 00 800 BC 0000 Receipt)

by means of a cheque drawn in favour of "Personal Deposit Account of Managing Director, Tamil Nadu Water Suply and Drainage Board Account as per G.O.Rt.No.1251, Finance (Ways and Means) Department, Dated 30.12.2005.

9.  Pending provision of funds, the Section Officer (Bills) Municipal Administration and Water Supply Department, Chennai–9, is authorized to draw and disburse the amount sanctioned in paragraph 4 above to Tamil Nadu Water Supply and Drainage Board.

10.  The Managing Director, Tamil Nadu Water Supply and Drainage Board is requested to send the Statement of Expenditure, Utilization Certificate and Progress Report as laid down by World Bank in consultation with the Project Director(ETRP and TEAP) Chennai-5 to the Government and Accountant General.

11. This order is issued with the concurrence of Finance department vide its U.O.No.146/JS(P)/2006, dated 2.1.2007 and ASL No.1292 (One thousand two hundred and ninety two).
