ORDER:
In the G.O. first read above, Government have issued orders according Administrative Sanction for the implementation of the Tsunami Emergency Assistance project (TEAP) with the Asian Development Bank assistance for activities such as restoration of Livelihood of the Tsunami affected poor, rehabilitation of Tsumami damaged roads and bridges, ports and harbours, restoration of water supply and sanitation, rehabilitation of upgrading of Municipal and rural infrastructure and capacity building and implementation assistance at a cost of Rs.629.63 Crores.
2) In the G.O. second read above the Government have constituted an Empowered Committee to clear the projects.
3) The Commissioner of Municipal Administration submitted proposals for various infrastructure Development activities as capital expenditure like, restoration of water supply and sanitation, upgrading of Municipal infrastructures including reconstruction of School buildings, Noon Meal centres and construction of multipurpose community centres and rehabilitation of Tsunami damaged roads and buildings. The Officer on special Duty (R&R) and Project Director (ETRP and TEAP) placed the same before Empowered Committee meeting held on 5.9.05.
4) The Empowered Committee has approved the proposal, except supply of water through lorries for Thiruvottiyur Municipality.
5) The Government, after careful consideration accept the recommendation of the Empowered committee and sanction a sum of Rs.3660.87 lakhs (Rupees Thirty six crores sixty lakhs and eighty seven thousand only) for the execution of works under capital expenditure as
detailed below: -

6. Out of the total expenditure sanctioned in the para-5 above a sum of Rs.4.00 Crores shall be released and shall be debited to the following head of accounts as follows:-

b) Sanitation
4215-CAPITAL OUTLAY ON WATER SUPPLY AND SANITATION-02-Sewerage and Sanitation-101-Urban Sanitation services-II-state plan-RA-Works under Tsunami Emergency Assistance Project (TEAP) with assistance from Asian Development Bank-Municipal Administration-16-Major works.

c) Buildings
4217-CAPITAL OUTLAY ON URBAN DEVELOPMENT-60-Other Urban Development schemes-051-Construction-II-state plan-RN-Works under Tsunami Emergency Assistance Project (TEAP) with loan assistance from Asian Development Bank-Municipal Administration-16-Major works.

d) Roads and Drains

7. The amount sanctioned in paragraph 5 above has already been provided in First Supplementary Estmate 2005-06.
8. The Commissioner of Municipal Administration is authorised to draw and disburse the amount sanctioned in paragraph 5 above as per the existing procedure and send the Statement of Expenditure, Utilisation Certificate, the Progress Reports as laid down by one Asian Development Bank in consultation with the Project Director.(ETRP & TEAP)
9. This order is issued with the concurrence of Finance Department vide its U.O.No.75543/Finance (MAWS)/05, dated 21.10.05.
