ORDER:

  In the G.O. first read above, Government have issued orders according administrative sanction for the implementation of the  Emergency Tsunami Reconstruction Project (ETRP) with World Bank Assistance at a cost of Rs.1852.74 crore for housing reconstruction, Restoration  of  Livelihood, repairs / reconstruction of Public Buildings, providing technical assistance and Training and implementation support for tsunami affected victims.

2. In the G.O. Second read above, the Government have constituted   an   Empowered    Committee  to  clear  the projects to be implemented with the World Bank assistance sanctioned in G.O. first read above.

3. The Project Director (ETRP and TEAP) has reported that the Environment clearance of Ministry of Environment & Forests, Govt. of India is required depending on the number of persons to be accommodated in one habitation.  As per the notifications, any construction project including new Townships, Settlement Colonies, Office Complex, etc. accommodating  more than 1000 persons or involving discharge of sewerage of 50,000 liters per day or with an investment of Rs.50.00 Crore require environmental clearance from Ministry of Environment and Forests. It is necessary that Environment Impact Assessment Reports are to be  prepared to get the clearance of Ministry of Environment and Forests by reputed agencies following the procedures of the World Bank. Further, it is proposed to prepare Guideline documents on sanitation for permanent shelters   which are being constructed in 215 habitations in the tsunami affected districts in Tamil Nadu as per the implementation programme.

4. The funding Agency viz. World Bank has given no objection for conduct of Environmental Impact Assessment (EIA) study in various sites. Accordingly, the Project Director has issued work order and signed contract agreement with various Consultants as detailed below:

In addition to Thiru. R.Pannirselvam, having technical experience in the field of preparation of Guideline documents on sanitation for permanent shelters has been appointed as a single source Consultant as per World Bank guidelines at a cost of Rs.50,000/-. Thus a total Consultancy charge of Rs.1,11,91,686/- needs to be sanctioned for payment to various agencies as detailed above.

5. The Project Director (ETRP & TEAP) placed the above proposal before the Empowered Committee meeting held on 11.07.06. The Empowered Committee has approved the above proposal.      

 6.   The Government, after careful consideration, accept the decision of the Empowered Committee and accord sanction for Rs.1,11,91,686/- (One crore eleven lakh ninety one thousand six hundred and eighty six only) towards payment of consultancy charges to various agencies as detailed in paragraph 4 above.

7.   The Expenditure sanctioned in paragraph 6 above shall be  debited to the following Head of Account:-

“2070 00 – Other Administrative Services – 800 - Other Expenditure  - II. State Plan – QA World Bank assisted Scheme under Emergency Tsunami Reconstruction Project (ETRP) - Project Management Unit - Revenue Administration - 33.  Payment for Professional and Special Services - 03. Special Service." (DPC 2070 00 800 QA 3338)

8. Necessary funds will be provided in RE/FMA 2006-07.  Pending provisionof such funds, the Special Commissioner and Commissioner of Revenue Administration is authorised to draw and disburse the amount sanctioned in paragraph 6 above to the respective Consultants as noted in paragraph  4 above.

9.  The expenditure sanctioned in paragraph 6 above shall be brought to the notice of Legislature by specific inclusion in I Supplementary Estimate 2006-07.  The Special Commissioner and Commissioner of Revenue Administration is therefore requested to send necessary proposals in this regard to Finance (Revenue) Department without fail.

10.  The Government also ratify the action of the Project Director (ETRP & TEAP) in having issued work order and signed Contract Agreement, in view of urgency, in anticipation of approval of Government.

11. This order issues with the concurrence of Finance Department  vide its U.O.No.46089/Revenue/2006-1, dated 10.8.2006 and ASL No.381.
