No. TRR-EAP1/52820/2006, Dated: 21.7.2006. 6) G.O.Ms.No.62, Municipal Administration &Water Supply (M.Spl) Department, dated 28.07.2006 ***** ORDER In the G.O. first read above, orders have been issued according administrative sanction for the implementation of the Tsunami Emergency Assistance Project (TEAP) with Asian Development Bank Assistance at a cost of Rs.629.63 Crores for restoration of livelihood of the Tsunami affected poor, rehabilitation of Tsunami damaged Roads and Bridges, Ports and Harbours, restoration of water supply and sanitation, rehabilitation/upgradation of municipal and rural infrastructures and capacity building and implementation assistance. 2) In the G.O second read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the Asian Development Bank assistance sanctioned in the G.O first read above. 3) In the G.O. sixth read above, the Director of Special Village Panchayats has been redesignated as Director of Town Panchayats. 4) The Director of Town Panchayats has sent proposals for hiring six vehicles for supervision of various project works under TEAP by the Field Officers and requested to sanction funds to meet the expenditure. 5) The Officer on Special Duty (R & R) and Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting held on 11.07.2006. The Empowered Committee has approved the proposals submitted by the Director of Town Panchayats in partial, among other subjects. 6) The Government after careful consideration accept the decision of the Empowered Committee and accord sanction for a sum of Rs.10,56,000/- (Rupees Ten lakhs and fifty six thousand only) towards hire charges for hiring six vehicles for supervision of various project works under TEAP by the Field Officers at the rate not exceeding Rs.1000/- per day per vehicle as and when necessary and the expenditure be met from reallocation of amount from incremental operating cost from any other Grant Component like livelihood. The Director of Town Panchayats is requested to send proposal in this regard separately to Municipal Administration and Water Supply Department. The Secretary, Municipal Administration and Water Supply Department is requested to consider the same within the overall cost of the Project Compenent. 7) The expenditure sanctioned in paragraph 6 above shall be debited to "2515-00-Other Rural Development Programmes - 102. Community Development - II. State Plan - RB. Asian Development Bank assisted scheme under Tsunami Emergency Assistance Project (TEAP) - Special Village Panchayats - Livelihood Programme - 21. Motor Vehicles - 03. Hire charges". (DPC 2515-00-102-RB-2132) 8) Necessary funds will be provided in RE/FMA 2006-07. Pending provision of such funds in RE/FMA 2006-07, the Director of Town Panchayats is authorized to draw and incur expenditure sanctioned in paragraph 6 above and also requested to include this item of expenditure while sending proposal to RE/FMA 2006-07. She is further directed to hire vehicles as per the existing procedures and send the statement of Expenditure, Utilization certificate and the Progress Reports as laid down by Asian Development Bank in consultation with the Project Director (ETRP and TEAP) 9) This order is issued with the concurrence of Finance Department vide its U.O.
