ORDER :

In the G.O, first read above, Government have issued orders sanctioning Special Staff to attend to Tsunami relief works and all other office expenditure like purchase of Computers, Printers, Telephones, Mobile Phones, Fax Machines, Xerox, Furniture, Stationeries, repairs and maintenance of Cars / Jeeps, Fuel and Lubricants, Office contingencies etc. in the tsunami affected districts. The staff sanctioned in the G.O first cited, was allowed to continue for a further period from 1.8.2005 to 31.3.06 and from 1.4.06 to 31.12.06 as per the Government Orders fourth and fifth read above respectively.

In the Government order second read above, the Government have accorded administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs. 1852.74 crores for housing reconstruction, restoration of livelihood, repair/ reconstruction of Public Buildings, providing technical assistance and training and implementation support for Tsunami affected victims.

3. In the Government Order third read above, the Government have constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in the G.O. second read above.

4. The Officer on Special Duty (Relief and Rehabilitation) and Project Director (ETRP / TEAP) submitted proposal for sanction of Rs.1,34,03,000/- towards requirement of funds for continuance of the staff and maintenance of infrastructure and to meet miscellaneous office expenditure sanctioned in the G.O. fifth read above for Nagapattinam, Kanniyakumari, Cuddalore, Chennai, Kancheepuram and Villupuram districts for the period from 01.04.2006 upto 31.12.06 and to meet the expenditure from World Bank Loan Component. The same was placed before the Empowered Committee meeting held on 11.7.2006. The Empowered Committee has approved the above proposal.

5. The Government after careful consideration accept the decision of the Empowered Committee and accordingly sanction a sum of Rs.1,34,03,000/- (Rupees One crore thirty four lakhs and three thousand only), to Project Management Unit (ETRP/TEAP), Chennai for meeting the expenditure for the Establishment of Special Staff ordered to be continued till 31.12.2006 as per G.O. fifth cited and to meet all other maintenance charges for the offices.

6. The expenditure sanctioned in paragraph 5 above shall be debited to the concerned detailed / sub detailed head of account under the following major head of account:-

"2070 – Other Administrative services - 800. Other expenditure - I. Non Plan - QA. World Bank assisted scheme under Emergency Tsunami Reconstruction Project (ETRP) - Project Management Unit – Revenue Administration - 01. Salaries".

7. The Government permit the Special Commissioner and Commissioner of Revenue Administration to incur the expenditure sanctioned in paragraph 5 above pending provision of funds in the RE/FMA 2006-2007.

8. The expenditure sanctioned in paragraph 5 above shall be brought to the notice of legislature by specific inclusion in First Supplementary Estimate 2006-07. The Special Commissioner and Commissioner of Revenue Administration is requested to include this amount while sending budget proposals for RE/FMA 2006-07 to Government without fail.

9. The Pay and Accounts Officers, (North) (South) and (East) Chennai and the Treasury Officers of Cuddalore, Kancheepuram, Villupuram, Nagapattinam, and Kanniyakumari are requested to honour the bills pending provision of funds in the RE/FMA 2006-2007, if otherwise found in order.

10. This order issued with the concurrence of the Finance Department vide its U.O.Note No.46092/Revenue/2006-1, dated 10.8.2006 and ASL No.379.
