ABSTRACT TSUNAMI – Emergency Tsunami Reconstruction Project (ETRP) aided by World Bank - Project Implementation Units (PIU) at State Level – Formed – Purchase of car for use by Project Implementation Officer and sanction of Driver Post - Rs.6.65 lakhs - Sanctioned - Orders – Issued. Revenue ( NC IV(1) Department G.O.Ms.No.474 Read: 1. G.O.Ms.No.384, Revenue (NC.IV(1) Department, dated 1.7.2006. ---- ORDER: 1. In the G.O. first read above, Government have issued orders according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project (ETRP) with the World Bank assistance for activities such as Housing, Reconstruction, Restoration of livelihood repairs/reconstruction of public buildings, providing Technical assistance and training and implement support for tsunami affected victims and buildings at a cost of Rs.1852.74 Crores. 2. In G.O. second read above, the Government have constituted an Empowered Committee to clear the projects 3. In the G.O fourth read above, a Project Implementation Unit headed by a Project Implementation Officer, Chennai has been formed in Rural Development Department for the implementation of the Externally Aided Project of Tsunami Emergency Assistance Project (TEAP) funded by Asian Development Bank, Emergency Tsunami Reconstruction Project (ETRP) funded by World Bank and Post Tsunami Sustainable Livelihood Programme (PTSLP) funded by IFAD in the Tsunami affected coastal districts. 4. The Project Implementation Officer Tsunami project Implementation Unit (TPIU), RD Department has submitted proposal for purchase of one car for the use of Project Implementation Officer. The Project Director (ETRP/TEAP) placed the same before Empowered Committee. The Empowered Committee in its meeting held on 28.12.2005 approved the above proposal subject to clearance by Funding Agency. The Asian Development Bank in its letter Sixth read above has given its concurrence for the purchase of a car adopting State Procedures to be charged under Incremental Administration. 5. The Government, after careful examination , accept the decision of the Empowered Committee and accordingly sanction a sum of Rs.6.65 lakhs for purchase of one car for which he is eligible for use of the Project Implementation Officer at DGS and D rates prescribed in G.O.Ms.No.285, Home (Transport) Department, dated 13.4.2005. Sanction is also accorded for creation of one post of Driver with a consolidated payof Rs.5,000 per month for the Tsunami Project Implementation Unit, Rural Development Department. The total cost for purchase of car and pay for driver to be met from incremental Administrative costs under TEAP. The post of Driver is sanctioned for a period of one year from the date of filling up of the post extendable on the basis of need. 6. As per the orders in paragraph 3 of G.O. third read above, the Driver to be appointed in the Tsunami Project Implementation Unit, Rural Development Department shall be on deputation to State Level Federation (Tamil Nadu Welfare Society for Self Help Groups) .The Driver sanctioned above is eligible to draw their grade pay and other allowances in accordance with orders admissible in force. Orders of Deputation terms and conditions for the post shall be issued separately by the Rural Development Department in accordance with the orders in force. 7. The Project Implementation Officer is permitted to nominate a suitable Human Resource Department/Recruitment agency for the appointment of Driver after approval by a Committee mentioned in paragraph 9 of the G.O. third read above. The Project Implementation Officer is, however, permitted to adopt other modes of recruitment/deputation in consultation with Secretary, Rural Development Department. 8. The Project Implementation Officer, Tsunami Project Implementation Unit, Chennai is authorized to draw the amount sanctioned in para 5 above and place the funds in a separate Bank Account to be opened for this purpose in a Nationalized Bank and incur the expenditure 9. The expenditure sanctioned towards purchase of car in paragraph 5 above shall be debited to the following head of account: (i) 2515.00. Other Rural Development Programmes - 102. Community Development - II. State Plan - RC. Asian Development Bank assisted scheme under Tsunami Emergency Assistance Project - TEAP - Project Management Unit - Rural Development - 21. Motor vehicles - 01. Purchase." (DPC No.2515 00 102 RC 2112) (ii) The pay for the Driver post shall be debited under "2515.00. Other Rural Development Programmes - 102. CommunityDevelopment - II. State Plan - RC. Asian Development Bank assisted scheme under Tsunami EmergencyAssistance Project - TEAP - Project Management Unit - Rural Development - 01.00. Wages." (DPC No.2515 00 102 RC 0203). 10. Necessary funds for the purchase of car will be provided in RE/FMA 2006-07. Pending provision of such funds in RE.FMA 2006-07 the Project Implementation Officer, Tsunami Project Implementation Unit, is authorised to draw and incur the expenditure. The Project Implementation Officer, Tsunami Project Implementation Unit is also requested to include this expenditure while sending proposals for LRE/FMA 2006-07 without fail. 11.
