Special Commissioner and Commissioner of Revenue Administration, Lr.No.TRR-EAP-2/72282/05 dated 22.06.2006 **** ORDER: In the G.O. first read above, Government have issued orders according administrative Sanction for the implementation of the Tsunami Emergency Assistance Project (TEAP) with the Asian Development Bank Assistance for activities such as restoration of Livelihood of the Tsunami affected poor, rehabilitation of Tsunami damaged roads and bridges, ports and harbours, restoration of water supply and sanitation, rehabilitation of upgrading of Municipal and Rural infrastructure and capacity building and implementation assistance at a cost of Rs.629.63 Crores. 2. In the Government order Second read above the Government have accorded administrative sanction for a sum of Rs.190.095 crores (Rupees One Hundred ninety crore, nine lakhs and fifty thousand only) to Project Implementation Officer, Tsunami Project Implementation Unit, Rural Development Department, Chennai to implement the Livelihood Component under Tusnami Emergency Assistance Project assisted by Asian Development Bank in the Rural Village Panchayats in the Tsunami affected coastal Districts and released a sum of Rs.5.00 crores (Rupees five crores only) under the head of account"4515-00-103-RA-16-Major Works" and a sum of Rs.50.00 lakhs under the head of account "2515-00-102-RA-72-00 Training for the year 2005-06 to meet the expenditure initially. 3. Now the Project Implementation Officer, Tsunami Project Implementation Unit, Rural Development Department, Chennai has requested to sanction a sum of Rs.120 Crores under "Major Works" and Rs.8.00 Crores under "Training" for the year 2006-07. The Special Commissioner and Commissioner of Revenue Administration has recommended the same. 4. The Government accept the recommendation of the Special Commissioner and Commissioner of Revenue Administration and sanction a sum of Rs.64.00 Crores (Rupees Sixty four Crores only) to meet the expenditure for Livelihood Programme in Tsunami affected 12 coastal districts. 5. The expenditure sanctioned in para 4 above shall be debited to following head of accounts:- i ) 4515-Capital outlay on other Rural Development Programmes – 00 -Capital outlay on other Rural Development Programmes – 103 – Rural Development – Schemes in the Tenth Five Year Plan - II State Plan – RA – works under Tsunami Emergency Assistance Project (TEAP) with assistance from Asian Development Bank-Rural Development – Livelihood Programme – 16. The Project Implementation Officer, Tsunami Project Implementation Unit, Rural Development Department, Chennai is authorized to draw the amount sanctioned in paragraph 4 and disburse to the District Implementation Units. 7. The Project Implementation Officer, Project Implementation Unit, Chennai is directed to send necessary proposals to Government for the sanction of additional funds as and when required duly furnishing the Utilization Certificate. 8. Other conditions prescribed for implementation of the scheme in the Government Order second read above be followed scrupulously. 9. The Project Implementation Officer shall also obtain the Utilisation Certificate from the districts/implementing authorities and send it to Accountant General under intimation to Rural Development /Revenue Department. 10.
