-------- ORDER: In the Government order 1st read above, orders have been issued according administrative sanction for the Implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74 crores for housing reconstruction, restoration of livelihood, repairs/reconstruction of public buildings, providing technical assistance and training and Implementation support for tsunami affected victims and buildings. 2. In the Government Order 2nd read above, the Government have constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in the Government order 1st read above. 3. In the Government order 3rd read above, the Government have accorded administrative sanction for a sum of Rs.10.17 crores and released a sum of Rs.8.767 crores for the execution of raising 2000 hectares of Shelterbelt plantations and 700 hectares of Mangrove plantations in the coastal areas of Tamil Nadu for the year 2005-06. 4. The Principal Chief Conservator of Forests submitted proposals for raising 700 hectares of Mangroves and 2000 hectares of Coastal Shelterbelt Plantations and formation of a ETRP Cell in the office of the Principal Chief Conservator of Forest,Chennai under overheads for a total cost of Rs.10.737 crores for the year 2006-07 to 2008-09. 5. The Officer on Special Duty (Relief and Rehabilitation) and Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting on 26.4.06. The Empowered Committee has approved the proposal with the condition that formation of a special cell in the office of the Principal Chief Conservator of Forests will be managed by redeployment to the extent possible without any further requirement. 6. The Government after careful consideration, proposed to accept the recommendation of the Empowered Committee and accordingly, sanction a sum of Rs.10.737 crores (Rupees ten crores, seventy three lakhs and seventy thousand only) and release a sum of Rs.8.576 crores (Rupees eight crores, Fifty seven lakhs and sixty thousand only) for 2006-07 for the execution of the following Emergency Tsunami Reconstruction Projects with the World Bank assistance:
7. The expenditure sanctioned in para 6 above shall be debited to the following head of account:-
"4406 - Capital outlay on Forestry and Wildlife 01 - Forestry 101 - Forest Conservation, Development and Regeneration Schemes in the Tenth five Year Plan. II - State Plan QA - Raising Mangrove Plantation under Emergency Tsunami Reconstruction Project (ETRP) with assistance from World Bank Forest 16 - Major Works" (DP Code: 4406-01-101-QA-1608) Revenue Expenditure : Rs.0.137 crores: "2406 - Forestry and Wildlife 01 - Forestry 003 - Education and Training II - State Plan QA - World Bank assisted Scheme under Emergency Tsunami Reconstruction Project (ETRP) Forest. 01 - Salaries 1 - Pay (DP Code 2406 01 003- QA-0110) 8. The expenditure sanctioned in paragraph 6 above is an item of "New Service" and the approval of the Legislature will be obtained in Revised Budget 2006-07. Necessary provision will be provided in the Revised Budget Estimates 2006-07. 9. The Principal Chief Conservator of Forests, Chennai is authorized to draw and disburse the amount sanctioned in Para 6 above as per the existing procedure and send the statement of expenditure, Utilisation Certificate and the Progress Reports as laid down by World Bank in consultation with the Project Director (ETRP and TEAP). 10.
