From the Director of School Education Letter No.29975/DS/05, dated 1.3.06. ***** ORDER: In the Government Order first read above, the Government have accorded administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74 crores for housing reconstruction, restoration of livelihood, repair/reconstruction of Public Buildings, providing technical assistance and training and implementation support for tsunami affected victims and buildings. 2. In the Government Order second read above, the Government have constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in the G.O. first read above. 3. The Chief Engineer (Buildings), PWD, submitted proposals for repairs, reconstruction and upgradation of damaged Government School Buildings in the Tsunami affected areas at a cost of Rs.22.208 crore. The Officer on Special Duty (R&R) and Project Direct (ERTP and TEAP) placed the same before the Empowered Committee meeting held on 28.12.2005. The Empowered Committee approved the Project submitted by the Chief Engineer (Buildings), PWD, with the observation that the summary report of damages due to tsunami should be available for each of the schools proposed for reconstruction and in case of Elementary and Primary Schools, the work will be executed by the concerned Local Bodies who are responsible for maintenance of the buildings. Accordingly, a revised list of Schools affected by tsunami requiring repairs and reconstruction has been arrived, at an estimated cost of Rs.417 lakhs.4. The Government after careful consideration accept the decision of the Empowered Committee accordingly sanction non-recurring expenditure of Rs.4,17,00,000/- (Rupees Four crores and seventeen lakhs only) for carrying out the repair, reconstruction and upgradation works to the damaged Government School Buildings in the Tsunami affected areas in Tamil Nadu as shown in the Annexure to this order. 5. The expenditure sanctioned in paragraph 4 above shall be debited to the following new sub head of account under Demand No.38 PWD as detailed below:- 1. Government School Buildings:- 4202 Capital Outlay on Education, Sports, Art and Culture – 01 General Education - 202 Secondary Education - II State Plan QA Works under Emergency Tsunami Reconstruction Project (ETRP) with assistance from World Bank – Government Schools. 16 Major Works(D.P.C. 4202-01-202 QA 16 00) 6. The above said expenditure constitutes an item of New Service and approval of the Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure will be met by an advance from the Contingency Fund, orders for which will be issued by the Government in Finance (BG.I) Department separately. The Chief Engineer (Buildings) is requested to apply to the Government in Finance (BG.I) Department in the prescribed proforma along with two copies of this order for the sanction of an advance from the Contingency Fund. 7. The Chief Engineer (Buildings) will be the Estimating, Reconciling and Controlling authority for the above new sub head of account. The Pay and Accounts Officer/Treasury Officer concerned is requested to open the above new sub head of account in their accounts. 8. The Chief Engineer (Buildings), P.W.D., Chennai is authorized to execute the work, draw and disburse the expenditure sanctioned in para 4 above as per the existing procedure and send the Statement of Expenditure, Utilization Certificate and the Progress Reports as laid down by World Bank in consultation with the Project Director (ETRP and TRAP). The Chief Engineer (Buildings) shall follow the procurement and other procedures laid down by the World Bank in the execution of the works and ensure that the buildings are constructed with disaster resistance features. 9.
