ORDER:

In G.O. first read above, the Government have issued orders, according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74 crores for Housing Reconstruction, Restoration of livelihood, repairs/reconstruction of public buildings, providing technical assistance and training and implementation support for tsunami affected victims and buildings.

2) In G.O. second read above, the Government have constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in G.O.Ms.No.384, Revenue, dated 1.7.05. The Government have also ordered for formation of Project Management Unit (PMU) headed by the Officer on Special Duty (Relief and Rehabilitation), Office of the Special Commissioner and Commissioner of Revenue Administration as Project Director and directed that Project Management Unit (PMU) may appoint specialists on contract basis to assist the Project Director / Project Management Unit. The Government have further directed that the Specialists either be individuals or firms be appointed on the basis of guidelines of the World Bank.

3. The Special Commissioner and Commissioner of Revenue Administration has stated that as per the above orders of the Government, after following the required

formalities, the following Specialists/Consultants were appointed from 17.11.2005:-

The World Bank has also given their consent for their appointment.

4. Now the Special Commissioner and Commissioner of Revenue Administration has requested the Government to issue orders of concurrence of the Government for the appointment of the above Specialists/Consultants from 17.11.2005 in the Project Management Unit of Emergency Tsunami Reconstruction Project (ETRP) for the period noted against each and as per the monthly emoluments mentioned in paragraph 3 above and also to instruct the Pay and Accounts Officer (East) to admit the bills as and when presented claiming fees for the Consultants. The Special Commissioner and Commissioner of Revenue Administration has also requested to sanction necessary funds to meet the expenditure.

5. The Government accept the recommendation of the Special Commissioner and Commissioner of Revenue Administration and hereby give their concurrence for appointment of Specialists/Consultants for the periods and emoluments mentioned in paragraph 3 above from 17.11.2005.

6. The expenditure sanctioned in paragraphs 3 and 5 above, shall be debited to the following Head of Account:-

"2070 00. Other Administrative Services – 800. Other expenditure – II. State Plan – QA. World Bank assisted Schemes under Emergency Tsunami Reconstruct Project (ETRP) – Project Management Unit – Revenue Administration – 33. Payments for Professional and Special Services – 03. 7. The Government also ratify the action of the Special Commissioner and Commissioner of Revenue Administration in having appointed and paid the emoluments with effect from 17.11.2005 to 28.2.2006 for the Specialists/Consultants from Project Management Fund in anticipation of the orders of the Government.

8. The Special Commissioner and Commissioner of Revenue Administration is authorised to draw and disburse the Specialists/Consultant fees etc. sanctioned in paragraph 5 above.

9. The Pay and Account Officer (East), Chennai-5, is requested to admit the bills if otherwise in order as and when presented by the Project Management Unit (PMU) claiming fees for the Specialists/Consultants with effect from 1.3.2006.

10. This order issues with the concurrence of Finance Department vide its U.O.No.29670/Revenue/06, dated 16.5.06.
