ORDER:

In the G.O. first read above, orders have been issued according administrative sanction for the implementation of Emergency Tsunami Reconstruction Project (ETRP) with World Bank assistance at a cost of Rs. 1852.74 crores for housing reconstruction, restoration of livelihoods, repairs / reconstruction of public buildings, providing technical assistance and training and implementation support for tsunami affected victims and buildings.

2. In the G.O. second read above, the Government have constituted an Empowered committee to clear the project to be implemented with the World Bank assistance sanctioned in the G.O. first cited.

3. The Director of Fisheries, Chennai has submitted proposal for sanction of consultant fee to the consultants to be engaged to advise on execution of World Bank projects being undertaken by the Department of Fisheries under ETRP sanctioned in the G.O. third read above.

4. In his proposal, the Director of Fisheries has informed that the Department of Fisheries approached World Bank through Officer on Special Duty, R & R, Chennai to permit

him to appoint Dr.B.Nagendra Kumar, former Project Director of National Institute of Ocean Technology, Chennai, who is an expert in Coastal Engineering, as a Consultant to the Fisheries Department on single source basis. The World Bank approved the proposal of the Director of Fisheries to appoint Dr.B.Nagendra Kumar as the Coastal Engineering Consultant in the Department of Fisheries for the World Bank projects.

5. Further, Director of Fisheries has also proposed to appoint
Thiru L.N.S.Subramanian, who recently retired as Deputy Director of Fisheries (Engineering) from the Department of Fisheries and who was holding additional charge of the post of Superintending Engineer as consultant to this Department on a consolidated monthly honorarium since most of the vital posts in the Engineering wing in the Department of Fisheries are vacant.

6. The Officer on Special Duty (Relief and Rehabilitation) and Project Director (ETRP & TEAP) placed the proposals before the Empowered Committee meeting held on 2.3.2006. The Empowered Committee discussed the proposal submitted by the Director of Fisheries at length and decided to approve the proposals as follows: -

Dr. B. Nagendra Kumar be appointed as Coastal Engineering Consultant, and the work be entrusted on a total consultancy package for a period of one year at Rs. 12 lakhs plus service tax as applicable with specific output linked to the payment. The consultancy fees be paid on a monthly basis. Thiru L.N.S. Subramanian be appointed as Superintending Engineer Consultant on monthly honorarium equivalent to the last pay drawn minus the pension plus service tax for a period of one year.

7. The Government after careful consideration, accept the decision of the Empowered Committee and accord sanction for appointment of the following Specialists on the terms and conditions specified above:-

1. Thiru B. Nagendra Kumar, Coastal Engineering Consultant.

2. Thiru L.N.S. Subramanian, Superintending Engineering Consultant.

8. The expenditure towards the appointment of both the consultants may be debited to the following head of account:

Year – II State Plan – QA World Bank assisted scheme under Emergency

Tsunami Reconstruction Project (ETRP) Fisheries - 33. Payment for

9. The Director of Fisheries, Chennai, is authorised to draw and disburse the amount sanctioned in paragraph 7 above as per the existing procedure and statements of Expenditure,

Utilisation Certificate and the Progress Reports as laid down by the World Bank in consultation with the Officer on Special Duty (Relief and Rehabilitation) and Project Director (ETRP and TEAP).

10. This order is issued with the concurrence of Finance Department vide its U.O.No.24935/AH&F/06, dated 20.4.2006.
