Abstract Tsunami - Tamil Nadu Maritime Board - Proposal to take up additional works from the savings for the for the improvement of infrastructure at Cuddalore and Nagapattinam Ports, approval of Consultancy Services Charges already paid to IIT & Anna University and for appointment of a retired Superintending Engineer as a Consultant for TEAP works within the sanctioned amount of Rs.56.931 Crore - Approved by Empowered Committee - Orders - Issued. Officer on Special Duty (Relief and Rehabilitation), D.O.Letter No.EAP4 / 102781 / 06, dated 1.3.2007. ---- ORDER: In the G.O. first read above, orders were issued according administrative sanction for the implementation of the Tsunami Emergency Assistance Project (TEAP) with the Asian Development Bank assistance at a cost of Rs.629.63 crores for restoration of Livelihood of the Tsunami affected poor, rehabilitation of Tsunami damaged roads and bridges, Ports and Harbours, restoration of water supply and sanitation, rehabilitation and upgrading of Municipal and Rural infrastructure and capacity building and implementation assistance. 2. In G.O. second read above, the Government have constituted an Empowered Committee to clear the Tsunami Emergency Assistance Projects. 3. In the G.O. third read above, orders were issued for sanction a sum of Rs.56.931 crores to Tamil Nadu Maritime Board under Asian Development Bank assisted TEAP for execution of rehabilitation works of tsunami affected port infrastructure of Cuddalore and Nagapattinam minor ports. 4. The Chief Executive Officer, Tamil Nadu Maritime Board has submitted a proposal stating that after a detailed analysis of the ongoing Phase I and Phase II works, it has been observed that there is a definite savings of Rs.13.969 crores (Rupees Thirteen crores Ninety six lakhs and Ninety thousand only) and has therefore proposed to make use of the savings for the following purposes:- (i) To improve upon the already rehabilitated infrastructure of Cuddalore and Nagapattinam Port at a cost of Rs.12.3 Crore. (ii) Towards Consultancy Services Charges of Rs.0.35 Crore already paid to IIT, Madras and Anna University. (iii) To appoint a retired Superintending Engineer as a Consultant for TEAP works upto the project period at a cost of Rs.0.028 crore. He has requested that the subject matter may be placed before the Empowered Committee for its approval. 5. The Project Director (ETRP/TEAP) placed the above proposal for the approval of the Empowered Committee. 6. The Empowered Committee, in its meeting held on 9.2.2007 approved the above proposal. 7. The Government after careful consideration accept the decision of the Empowered Committee and accord sanction for releasing a sum of Rs.12.678 Crores (Rupees Twelve crores sixty seven lakhs and eighty thousands only) from out of the savings amount of Rs.13.969 crores and permit the Chief Executive Officer/Tamil Nadu Maritime Board to undertake the following items of works:- (i) To improve upon the already rehabilitated infrastructure of Cuddalore and Nagapattinam Port at a cost of Rs.12.3 Crore. (ii) Towards Consultancy Services Charges of Rs.0.35 Crore already paid to IIT, Madras and Anna University. (iii) To appoint a retired Superintending Engineer as a Consultant for TEAP works upto the project period at a cost of Rs.0.028 crore. 8. The expenditure sanctioned in paragraph 7 above shall be debited to the following head of account:- "5052. Capital Outlay on Shipping - 80. General - 800. Other Expenditure - Schemes in the Eleventh Five Year Plan - II. State Plan - RN. Dredging and rehabilitation works under Tsunami Emergency Assistance Project (TEAP) with loan assistance from Asian Development Bank - Executed by Tamil Nadu Maritime Board - 16. Major works". (DPC 5052 80 800 RN 1600) 9. The Section Officer (Bills), Highways Department is authorised to draw the amount sanctioned in paragraph 7 by means of an account payee cheque drawn in favour of "PD Account of Tamil Nadu Maritime Board" with PD Account No. and disburse the same to Tamil Nadu Maritime Board, as provided in G.O.RT.No.1251, Finance (W&M.II) Department, dated 30.12.2005 by adjusting into the following head of account:- "8443.00 Civil Deposits - 800 Other Deposits - C.L. Deposits of Tamil Nadu Maritime Board (TNMB)" (DPC 8443-00-800-CL-0008 (Receipts) 8443-00-800-CL-0009 (Outgo) 10. The Chief Executive Officer, Tamil Nadu Maritime Board is requested to send the Statement of expenditure, Utilization Certificate and the Progress reports as laid down by Asian Development Bank in consultation with the Project Direction (ETRP/TEAP) to the Government/Accountant General. 11. This order is issued with the concurrence of Finance Department vide its U.O.No.28099/Finance (PW.I)/2007, dated 22.5.2007. (By Order of the Governor) P.
