No. TRR-EAP-4/338/2007, Dated: 16.3.2007. ****** ORDER:- In the G.O. first read above, orders have been issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project (ETRP) with World Bank Assistance at a cost of Rs.1852.74 Crores for Housing, Reconstruction, Restoration of livelihood, repairs/ reconstruction of Public Buildings, providing Technical assistance and Training and implementation support for tsunami affected victims and buildings. 2) In the G.O. second read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank Assistance sanctioned in the G.O. first read above. 3) The Empowered Committee at its meeting held on 9.2.2007, directed the Sub-Committee constituted in the G.O. fourth read above to consider all staff proposals of the Line Departments, approve the same and forward the proposals to the Government for issue of orders. The orders issued by the Government be placed before the Empowered Committee for information. 4) The Director of Town Panchayats has sent proposals for appointment of additional staff in addition to the staff sanctioned in G.O. third cited for the effective implementation of the ETRP programme. The Officer on Special Duty (Relief and Rehabilitation) and Project Director (ETRP and TEAP) placed the same before the Sub-Committee at its meeting held on 14.2.2007. The Sub-Committee has approved the proposals submitted by Director of Town Panchayats. 5) The Government after careful consideration accept the decision of the Sub-Committee and accord sanction for appointment of the additional staff (in addition to the posts already sanctioned) at a cost of Rs.12.15 Lakhs (Rupees twelve lakhs and fifteen thousand only) to the Director of Town Panchayats and in the O/o. Assistant Directorate of Town Panchayats in zones specified in Annexure I, to this order for a period of one year for the posts in Sl. Nos. 1 to 5 and six months for the post in Sl. No.6 from the date of issue of order or till the necessity ceases whichever is earlier. 6) The expenditure sanctioned in paragraph 5 above, shall be debited to the following head of account:- "4515 - 00 - Capital outlay on other Rural Development Programme - 103. Rural Development - Schemes in the Tenth Five Year Plan - II State Plan - QA - Emergency Tsunami Reconstruction Project (ETRP) with World Bank Assistance - Provision of Basic amenities and infrastructure facilities to new Habitations - 16 - 00 - Major works." (DPC 4515 00 103 QA 1600) 7) The Director of Town Panchayats is authorized to draw and incur expenditure sanctioned in paragraph 5 above. He is further directed to send the statement of expenditure, the utilization certificate and the progress reports as laid down by the World Bank in consultation with the Project Director (ETRP & TEAP). 8) The Director of Town Panchayats is the competent authority to appoint additional staff on deputation basis or on temporary transfer (Loan basis) from any Department or outsourcing on consolidated remuneration or by promotion including consequential vacancies through a committee to be constituted for this purpose or appointing a suitable agency for recruitment. 9) This order is issues with the concurrence of Finance Department vide its U.O.
