In the G.O. first read above, the cost of tender documents for the value of work put to bid was fixed as follows:-

In the G.O. second read above, order were issued increasing the cost of tender documents by about ten times of the cost already fixed. The Builders Association of India and PWD Engineering contractors made a representation to revise the cost of tender document at three times. Some of the Departments collect the cost of document as per the rate fixed in first read above and most of the departments collect the cost of document at the rate fixed in G.O. Ms. third read above. Adoption of different rates causes a lot of confusion. Further the Asian Development Bank and the World Bank often pass comments stating that the cost of document fixed for the value of work put to bid is very high and the rates should be reasonable and should also reflect the cost of preparing the document including stationary etc.

2. The Project Director (ETRP/TEAP) has, therefore, submitted a proposal before the Empowered Committee requesting that the cost of bid document may be fixed so as to enable the line departments to follow an uniform procedure.

3. The Committee was informed that DGS & D have ordered for no fee to be collected for contracts upto Rs.1 crore and all the tender schedules are available online. That the tender schedules must be available on line for the projects of ETRP & TEAP and no fee should be levied for the same. The Empowered Committee after detailed discussion accepted the same for the schedule taken in person and decided that the cost of printed bid document may be fixed as follows depending upon the estimates:-

The Empowered Committee also directed that there should not be any cost for the documents downloaded.

4. The Government, after careful consideration accept the decision of the Empowered Committee and fix the cost of bid documents depending upon the estimates as follows:-

Government also direct that there should not be any cost for the document downloaded. The Officer on Special Duty (Relief and Rehabilitation) and Project Director (ETRP/TEAP) is requested to inform all the line departments to follow uniform procedure and collect the cost for printed document at the rate mentioned above.

5. This order issues with the concurrence of Finance Department vide its U.O. No.25892/Revenue/07, Dated: 11.05.2007.
