Minutes of the Sub-Committee Meeting held on 14.2.2007 in the PMU office, Chennai-5. ****** ORDER:- In the G.O. first read above, Government have accorded administrative sanction for the implementation of Emergency Tsunami Reconstruction Project (ETRP) with World Bank assistance at a cost of Rs.1852.72 crore for Housing Reconstruction, Restoration of Livelihood, repairs and reconstruction of Public Buildings, Providing Technical Assistance, Training and Implementation support for Tsunami affected victims. 2) In the G.O. second read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with grant/ assistance from Asian Development Bank and World Bank. 3) The Director of Fisheries has submitted a proposal for purchase of office equipments for Project Implementation Unit, Chennai at State level and Divisional Implementation Unit at Divisional level with Head Quarters at Tuticorin and Nagapattinam at a Cost of Rs.57.63 lakhs. The Project Director (ETRP & TEAP) placed the same before the Empowered Committee held on 9.2.2007. The Empowered Committee directed the Sub-Committee to scrutinize all the staff proposals submitted before the Empowered Committee by the line departments, record the minutes of the Sub-Committee meeting and forward the proposals to Government for issue of orders based on the approval of the Sub-Committee. The Sub-Committee in its meeting held on 14.2.2007 has approved the proposal submitted by the Director of Fisheries in the reference third cited with slight modification. 4. The Government, after careful examination, accept the proposal of the Fisheries Department as recommended by the Sub-Committee of the Empowered Committee and accord sanction for a sum of Rs.42.93 lakhs) Rupees forty two lakhs and ninety three thousands only) towards expenditure on purchase of equipment, furniture etc., for Project Implementation Unit, Chennai at State Level and Divisional Implementation Unit at Divisional level (2 Divisions) as detailed in the annexure. 5. The Director of Fisheries is directed to follow the standard procedures acceptable to World Bank for procurement of goods. All purchase of equipments and furniture shall be as per the guidelines of the funding agency. He is also permitted to hire vehicles at the rate indicated in the Annexure as and when necessary and to use 100 litres fuel per month for Departmental vehicle. 6. The Director of Fisheries is authorized to draw the amount sanctioned in paragraph 4 above and place the funds in a separate Bank Account to be opened for this purpose in a Nationalized Bank and incur the expenditure. 7. The expenditure sanctioned in paragraph 4 above shall be debited to the following head of account:- 2405-00-Fisheries-101-Inland Fisheries – Schemes in the Eleventh Five Year Plan-II State Plan – QA World Bank Assisted Scheme under Emergency Tsunami Reconstruction Project (ETRP) – Fisheries. 8. Necessary provision will be made in RE/FMA 2007-2008. Pending provision of funds in RE/FMA 2007-2008, the Pay and Accounts Officer / Treasury Officer concerned is requested to admit the bills as and when presented by the officers if it is found otherwise to be in order. 9. The Special Commissioner of Fisheries, Chennai-6 is requested to send necessary proposals to the Government in Finance (AH&F) Department for inclusion of the expenditure in RE/FMA 2007-2008 without fail. 10. The Director of Fisheries is requested to send the statement of Expenditure, Utilisation Certificate and Progress Reports as laid down by the World Bank in consultation with the Project Director (ETRP/TEAP) to the concerned authority. 11.
