PATTA PASS BOOK SCHEM- IMPLEMENTATION OF THE SCHEME IN SEVEN MORE DISTRICTS-ORDERS ISSUED.

ORDER:

In the G.O.first read above, “The PATTA PASS BOOK SCHEME’(except Section 5,9,15,and 23) was implemented in the following districts with effect from 1.4.93:-

1)Tiruchirappalli

2) Perambalur

3)Karur

4)Thanjavur

5)Vellore

6)Tuticorin

7)Coimbatore

8)Madurai

2) The successful of implemetation of the Patta Pass Book Scheme was examined with eference to the report submitted by the Director of Evaluation and Applied Research.  Now it is considered that the scheme may also be implemented in seven more districts.  Accordingly the Government order that the Patta Pass Book Scheme be implemented inthe following 7 districts also:-

1)Salem

2) Namakkal

3)Dharmapuri

4)    Ramanathapuram

5)    Dindigul

6)    Tirunelveli

7)    Cuddalore    

The Special Commissioner and Commissioner of Land Administration is requested to send necessary drft notification to be published in the Tamil Nadu Government Gazette, in this regard.

3) The Commissioner and Director of Survey and Settlement has informed that there are 37.17 lakhs Pattadars available in the seven Districts where the scheme of Patta Pass Book is ordered to be extended.  Hence 37.17 lakh Patta Pass Books have to be distributed to 37.17 Pattadars. The Commissioner and Director of Survey and Settlement hs suggested that one rupee has to be paid to each section writer for making entries in each and every Patta Pass Book.  Hence a sum of Rs.37.17 lakhs has to be paid to the section writers as remuneration for writing 37.17 lakh Patta Pass Books.

4) After careful consideration of the proposal of the Commissioner  and Director of Survey and Settlement,the Government sanction a sum of Rs.37.17 lakhs (Rupees thirty seven lakhs and seventeen thousand only ) towards the remuneration to be paid to the section writer for making entries in the Patta Pass Book to be distributed to the landowners in the above said 7 districts. The Section Writers appointed for this purpose is purely on temporary basis and the posts are to be disbanded after the work is over. The Government also direct that the amount of Rs.37.17 lakhs now sanctioned will be adjusted from the sale amount of Patta Pass Books and the whole amount should be adjusted later.

5)The Special Commissioner and Commissioner of Land Administration is requested to send proposal,for meeting the cost of Printing of Patta Pass Book from the sale amount of Patta Pass Book separately.

6)The expenditure is to be debited to the following head of account’2053 District Administration –093 District Establishment-I Non Plan- AA Collectros and Magistrates-09 Honorarium-(DPC 2053 00 093 AA 0197)

7)The expenditure is in “New Service” and the approval of the legislature will be obtained in due course. Pending approval of the legislature the expenditure will be met an advance from contingent fund.  The Special Commissioner and Commissioner of Land Administration is requested to send necessary proposal in the prescribed format to Finance(BGI)with the copy of the order in duplicate.

8)This order issues with the concurrence of Finance Department vide U.O.No.99861/Revenue/97,dated 11.12.97.
