ORDER:-
In the G.O. first read above, the Government have accorded administrative sanction for the implementation of the Tsunami Emergency Assistance Project (TEAP) with the Asian Development Bank assistance for activities such as restoration of Livelihood of the Tsunami affected poor, rehabilitation of Tsunami damaged roads and bridges, ports and harbours, restoration of water supply and sanitation, rehabilitation and upgrading of Municipal and Rural infrastructure and capacity building and implementation assistance at a cost of Rs.629.63 Crores.
2. In the G.O. 2nd read above, the Government have accorded administrative sanction for the implementation of ETRP with World Bank Assistance at a cost of Rs.1852.72 Crores for Housing Reconstruction, Restoration of livelihood, repairs and reconstruction of Public Buildings, Providing Technical Assistance and Training and Implementation Support for Tsunami affected victims .
3. In G.O. 3rd read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the grant / assistance from ADB and World Bank.
4. In the G.O. 4th read above, a Project Implementation Unit headed by a Project Implementation Officer, Chennai has been formed in Rural Development Department for the implementation of the Externally Aided Project of Tsunami Emergency Assistance
Project (TEAP) funded by Asian Development Bank, Emergency Tsunami Reconstruction
Project (ETRP) funded by World Bank and Post Tsunami Sustainable Livelihood Programme (PTSLP) funded by IFAD in the Tsunami affected coastal districts.
5. The Director of Rural Development and the Project Implementation Officer Tsunami Project Implementation Unit (TPIU), RD Department have submitted proposal for sanction of Staff for Project Implementation Unit, Chennai at State level and District Implementation Units at district level at a cost of Rs.308.51 lakhs for a period of one year. The Project Director, (ETRP/TEAP) placed the same before Empowered Committee. The Empowered Committee in its meeting held on 18.10.2005 approved the above proposals subject to certain modifications.
6. The Government, after careful examination, accept the recommendation of the Empowered Committee and accordingly sanction the staff which includes the staff already sanctioned by the government in the G.O. 4th read above to Project Implementation Unit, Chennai at State level and District Implementation Units at District level as detailed in the annexure I & II to this order and the cost of Rs.257.94 lakhs (Rupees two crores fifty seven lakhs ninety four thousand only) is to be met from ADB assisted TEAP funds. The staff indicated in the Annexure I & II are sanctioned for a period of one year from the date of filling up of the posts and they shall be extended on the basis of need and performance of the projects implemented.
7. The Government sanction one more Joint Director to look after Tsunami Projects with effect from the date on which the post has been filled up. The expenditure for the Post of one more Joint Director has been included in the cost sanctioned in para 6 above. The Project Implementation Officer, Tsunami Project Implementation Unit is authorized to follow the standard procedures acceptable to ADB regarding the appointment of specialists. He is also permitted to take Government officials on deputation wherever required and follow the usual guidelines relating to the payment of allowances to the deputationists.
8. The Engineering staff shall be on deputation to Rural Housing and Infrastructure Development Corporation (RHIDC) and the specialists, officers and staff shall be on deputation / contract basis with the State Level Federation (Tamil Nadu Welfare Society for Self Help Groups) as ordered by the Government in the G.O. 4th read above. The staff sanctioned above are eligible to draw their grade pay and allowance in accordance with orders admissible in force. The Pay and allowances of the staff sanctioned above shall be initially met from the Tamil Nadu Rural Housing and Infrastructure Development Corporation and Tamil Nadu Welfare Society for Self Help Groups and this shall be reimbursed from the Administrative cost of Project Funds. Orders of Deputation, terms and conditions for the staff shall be issued separately by the respective departments in accordance with the orders in force.
9. The Project Implementation Officer is permitted to nominate a suitable Human Resource Development / Recruitment agency after approval by a Committee constituted with Secretary to Government, Rural Development Department, Deputy Secretary to Government, Finance Department (Looking after Rural Development Department in Secretariat), Project Implementation Officer of the Tsunami Rehabilitation Projects of Rural
Development Department and a representative of the Project Management Unit. The Project implementation Officer is, however, permitted to adopt other modes of recruitment / deputation in consultation with Secretary, Rural Development Department. The staff cost already incurred and adjusted within the overall allotment made has to be reimbursed to the Tamil Nadu Rural Housing and Infrastructure Development Corporation and Tamil Nadu Welfare Society for Self Help Groups as per the orders in the G.O. fourth read above.
10. The Project Implementation Officer, Tsunami Project Implementation Unit, Chennai is authorized to draw the amount sanctioned in para 5 above and place the funds in a separate Bank Account to be opened for this purpose in a Nationalised bank and incur the expenditure.
11. The Project Implementation Unit, Rural Development Department , Chennai will implement the above Tsunami projects as per the orders in para 2 of the G.O.5th read above. The District Implementation Units in the Districts will function under the control of District Collector at the District level and the Project Implementation Officer, Tsunami Project Implementation Unit, Rural Development Department, Chennai at State level. The Project Co-ordinators of the District Implementation Units will implement all the externally aided projects mentioned in para 4 above in addition to the orders issued vide paragraph 3 of the G.O. 5th read above. . The salary and other expenditure including expenditure on schemes shall be disbursed through the District Rural Development Agencies for all components other than livelihood and for livelihood component through the District Supply and Marketing Societies.
12. The expenditure sanctioned in para 6 above shall be debited to the following head of account:-

13. A sum of Rs.1000/- has been included in the first supplementary estimate for 2005-06. Necessary additional funds will be provided in the RE/FMA 2005-06. Pending provision of funds in RE/FMA 2005-06 under the detailed and sub-detailed head of accounts, the Project Implementation Officer is authorized to draw the above amount. He is also requested include this item of expenditure while sending the proposal for RE/FMA 2005-06.
14.This order issues with the concurrence of Finance Department vide its U.O.No.85358/RD/2005-1 Dated:5.12.2005 and ASL No.1153.
