Abstract

Natural Calamities – Tsunami (giant tidal wave) struck Tamil Nadu coasts on 26-12-2004 – Damages caused to fishing implements – Comprehensive Relief Package for repair and replacement of damaged / lost traditional crafts and mechanized boats – Relief assistance sanctioned – Guidelines / Modalities for disbursement of relief in respect of wooden catamarans - Orders Issued.

Order:

In G.O. read above, sanction was accorded for a comprehensive assistance package for the fishermen to repair and replace traditional and mechanized fishing crafts either registered or unregistered, insured or uninsured, belonging to members of cooperatives or otherwise damaged / lost due to Tsunami at a total cost of Rs.395.56 Crore (Rupees Three hundred and ninety five Crores and fifty six lakh).

2. As mentioned in para 8 of the Government Order read above the government direct that the following guidelines shall be the modalities for adoption and strict compliance while implementing so far as the assistance package mentioned in para 3 (a) (i) of the G.O. read above viz., "Replacement of fully damaged / lost wooden catamarans", where the beneficiary wishes to exercise the option for replacement of wooden catamaran with a new wooden catamaran.

Modalities for Sanction and Disbursement of Relief The entire relief package shall be coordinated, monitored and supervised by the District Collectors.

I. Confirmation of Beneficiary List 

1) In each district the affected villages will be grouped into zones of about 5 to 10 fishing villages each.

2) The applications already received at the time of the detailed survey pertaining to each Zone will be verified by a team of officials headed by a Revenue Official not lower than the rank of Deputy Collector nominated by the District Collector and Assistant Director of Fisheries nominated by the Director of Fisheries.

3) The team will verify and certify the genuineness of the claim already made at the time of the detailed survey by the beneficiary after ascertaining,

i) the identity of the beneficiary and his / her ownership of the craft.

ii) whether the damage is partial or full and whether the damage / loss was due to Tsunami  by making necessary local enquiry and consultation with the Village Panchayats / Fishermen Panchayat / Village Administrative Officer etc.

4) The District Collector shall get the reports of the Zonal Team, super- checked at random to the tune of atleast 10% by higher level officers of the concerned District like DRO / Joint Directors of various Departments etc.

5) The District Collectors and the Assistant Directors of Fisheries should ensure that those benefited by the comprehensive livelihood rehabilitation package implemented by N.G.Os for this purpose are not covered again under this package.

II. Sanction and Disbursement of Relief

1) The beneficiary confirmed in the beneficiary list as per the above procedure, shall obtain a quotation from the manufacturer / implementing agency for the proposed work / purchase and submit it to the Assistant Director of Fisheries of the concerned District.

2) The relief amount as indicated in the G.O. read above shall be sanctioned to the beneficiary by the Joint Director of Fisheries based on the recommendation of the Assistant Director of Fisheries concerned.

3) The package is inclusive of net. If the amount of relief has already been disbursed to the beneficiary towards assistance for replacement of net, it shall be deducted from the present amount before disbursement

4) The sanctioned amount shall be released by the Joint Director of  Fisheries to the beneficiary and it shall be placed in a joint account between the beneficiary and the Assistant Director of Fisheries concerned.

III. Asset Creation:

1) The replacement of wooden catamaran should be carried out by the fishermen themselves by engaging a suitable locally available qualified and skilled agency under intimation to the Assistant Director of Fisheries concerned.

2) The Assistant Director of Fisheries shall assign a specific registration number to the catamaran. The beneficiary will get the registration number etched in the body of the catamaran prominently by suitably advising the manufacturing / implementing agency.

3) It shall be the personal responsibility of the Assistant Director of Fisheries concerned to ensure that the agency is genuine and it has actually carried out the work for which the payment is being made.

4) Photography of the damaged as well as new catamaran should be done along with the beneficiary and it should form part of the records.

5) The Assistant Director of Fisheries shall ensure proper creation of the asset and its registration before making final payment.

(IV) Method of Payment:

1) All Cheques shall l be signed jointly by the beneficiary and the Assistant Director of Fisheries concerned

2) All payments from the joint account shall be made by way of crossed cheque in the name of the manufacturer / implementing agencies after verification of the work done / supplies effected by a team of officials nominated for this purpose by the District Collector and the Director of Fisheries.

3) If the total replacement cost is less than the released amount, the payment will be restricted to the actual amount incurred by the beneficiary.

4) Payment can be made separately if more than one agency is involved, on a pro rata basis for the actual value of work done depending on the item of work done / supply effected.

3. In respect of other categories involving subsidy and loan components, the modalities to be followed will be issued separately.

4. The time schedule for the implementation of relief package is indicated in Annexure-I.
