ABSTRACT

ORDER:

Consequent to the tsunami on 26.12.2004, the State of Tamil Nadu suffered massive damage to life and property. As part of the relief, rehabilitation and reconstruction programmes, the World Bank and the Asian Development Bank have sanctioned US $ 423 Million ( Rs.1852.74 Crores ) and US $ 143 Million ( Rs. 629.63 Crores ) respectively for financing the projects. The projects are titled as Tsunami Emergency Assistance Project ( TEAP ) for the Asian Development Bank assisted project and Emergency Tsunami Reconstruction Project ( ETRP ) for the World Bank aided project. Administrative sanction for these projects have been given in the Government Orders first and second read above. The World Bank has allowed a sum of Rs. 59.13 Crores for Project Management and incremental operating cost while the Asian Development Bank has allowed a sum of Rs. 4.38 Crores totaling to Rs. 63.51 Crores.

2. In the G.O. third read above, orders have been issued to constituting an Empowered Committee to clear the Projects to be implemented with the World Bank / Asian Development Bank assistance.

3. The Project Director has placed the following proposal before the Empowered Committee:-

Making alterations, modifications and additions involving civil and electrical works in Ezhilagam Annex V floor at a cost of Rs.85.30 lakhs (Civil Rs.44.50 lakhs + Electrical Rs.40.80 lakhs).

Purchase of Computers, Printers, Fax machine etc. for Rs.25,41,000/-

Maintenance of Computers, purchase of Computer consumables, stationeries, storage devices, toner, oil/fuel for generator, etc. for Rs.5.50 lakhs.

4. The Government, after careful consideration accept the decision of the Empowered Committee and sanction the following:-

Rs. 85.30 lakhs (Rupees Eighty five lakhs and thirty thousand only) towards the cost of renovation and formation of office in the Ezhilagam Annex V Floor for the Project Management Unit

Rs. 25.41 lakhs (Rupees Twenty five lakhs and forty one thousand only) for purchase of Computers, Printers, Fax Machine , etc. and

Rs. 5.50 lakhs (Rupees five lakhs and fifty thousand only) towards the recurring expenditure for the maintenance of Computers as detailed in para 3 above.

5. The amount sanctioned in para 4 above may be debited under the following heads of account:-

i) The non-recurring expenditure of Rs.85.30 lakhs for renovation formation of PMU Office in the V floor of Ezhilagam annex building shall be debited to

"2059. Public Works - 01. Office buildings - 053. Maintenance and repairs - I. Non Plan - CH - Buildings - Ezhilagam - 18. Maintenance - 01. Periodical Maintenance (DPC 2059- 01 -053 -CH -18 11)

ii) The non-recurring expenditure of Rs. 25,41,000/- for purchase of Computers, etc. and Rs. 5.50 lakhs as recurring expenditure for the maintenance of the computers, etc. shall be debited to

" 2070. Other Administrative Services - 00. Other Administrative Services - 800. Other expenditure - II. State Plan - QA. World Bank assisted schemes under Emergency Tsunami Reconstruction Project (ETRP) - Project Management Unit Revenue Administration - 76. Computer and Accessories -01. Purchase. (DPC 2070 00 800 QA 76 10) 02. Maintenance (DPC 2070 00 800 QA 76 29)

 

6. Necessary additional funds over and above the First Supplementary Estimate 2005-06 will be provided in RE/FMA 2005-06 Pending provision of such funds, the Special Commissioner and Commissioner of Revenue Administration is authorised to draw and disburse the amount sanctioned in para 4 above to the Executive Engineer, Marina Division, Chepauk, Chennai – 5, the Superintending Engineer, Public Works Department, Electrical Circle (B.O.) Chepauk, Chennai – 5 and the Project Director, as per the existing procedure and send Utilisation Certificate and Progress Reports as laid down by World Bank.

7. The Special Commissioner and Commissioner of Revenue Administration is requested to send necessary proposal to Government in Finance Department to include the additional amount in Final Supplementary Estimates 2005-06 without fail.

8. The civil works of renovation of Ezhilagam building V Floor shall be undertaken by the Executive Engineer, Marina Division, Chepauk, Chennai - 5 and the Electrical works by the Superintending Engineer, Public Works Department, Electrical Circle (B.O.) Chepauk, Chennai - 5. The Government also permit the executing agencies viz., the Executive Engineer, Marina Division, Chepauk, Chennai - 5 and the Superintending Engineer, Public Works Department, Electrical Circle (B.O.) Chepauk, Chennai - 5 to call for short tender as the renovation works are emergent and to complete the works early. The Project Director shall undertake the procurement activities relating to Civil and Electrical works connected with renovation activities. The procurement and construction activities shall be undertaken following the procedures laid down by the funding agencies. The Project Director is also authorised to issue administrative sanction for the civil and electrical works for renovation pertaining to the formation of the office of the Project Management Unit.

9. This order issues with the concurrence of Finance Department vide

U.O.No.95198/Finance(Revenue)/05, dated 20.10.2005 and ASL 929.
